In recent years, the movement "All people unite to build a cultural life" (TDĐKXDĐSVH) associated with new rural development in Vinh Loc district has spread widely, creating consensus and positive response from all classes of people. Thereby, changing the face of the countryside, contributing to improving people's lives.

The process of implementing the movement of physical training and sports for building cultural life associated with building new rural areas and civilized urban areas in Vinh Loc district has been receiving the attention and close direction of Party committees and authorities at all levels, the close coordination between departments, branches and organizations from the district to the grassroots, along with the consensus and response of all classes of people in the area, creating positive changes in awareness as well as the sense of preserving and promoting good traditional cultural values; increasing the spirit of solidarity, mutual love, tightening the village relationship; helping each other to develop the economy , reduce poverty, build a civilized lifestyle, a healthy cultural environment; mobilizing people to actively contribute resources to build cultural facilities and infrastructure systems, creating changes in the face of the countryside. This is a solid foundation for building new rural areas and civilized urban areas, contributing to improving people's lives.
Accordingly, in 2023, over 97% of households in the district will be recognized as cultural families; 73/82 agencies and units will be recognized as meeting cultural standards, of which 9 units will be recognized as "Cultural Standard Units" for 5 consecutive years (2019-2023 period); 3 agencies and units will be recognized as "Cultural Standard Agencies and Units" for the first time (2022-2023 period); 99% of residential areas will be recognized as cultural residential areas; 100% of cultural villages and neighborhoods have established village covenants and conventions.
Cultural and sports facilities have been completed according to the regulations to meet the new rural standards. Up to now, the whole district has 12/12 communes with standard cultural houses - village sports areas; 100/111 villages with standard cultural houses - village sports areas; 1 training and competition house, 12 commune-level football fields, 1 district-level football field, 17 mini football fields, 155 volleyball courts, 120 badminton courts, playgrounds, training grounds... Cultural and sports facilities from the district to the grassroots are fully equipped with facilities and equipment, meeting the needs of daily life, cultural enjoyment and physical training - sports (TDTT) and entertainment of the people. In addition to completing facilities, the district also encourages localities and people to establish sports clubs (TDTT). Up to now, 100% of residential areas have regular sports clubs, increasing the number of people who regularly practice sports to 46% of the population; the number of sports families accounts for 38% of households. The cultural and artistic movement in the district has developed widely, creating a colorful cultural picture, contributing to preserving, conserving and promoting the traditional cultural values of the homeland.
It can be affirmed that the movement of physical training and sports for building new rural areas and civilized urban areas in Vinh Loc district has a wide spread and created a vibrant competitive atmosphere among the entire population. Thereby, it has contributed significantly to the implementation of political tasks and socio-economic development in localities, notably the people have raised their awareness of their role and responsibility in building new rural areas, joining hands to build their homeland increasingly rich, beautiful and civilized.
After more than 10 years of implementing the National Target Program on New Rural Development in the district, many typical examples have emerged in the movement "Joining hands to build new rural areas" such as donating land for rural roads; building flower roads, shade trees to create a bright - green - clean - beautiful environmental landscape... which has spread widely throughout the district and received positive response from the people. Up to now, the whole district has 101/101 villages meeting the new rural standards, of which 30 villages have met the model new rural standards; 12/12 communes have met the new rural standards, of which 4 communes have met the advanced new rural standards and 1 commune has met the model new rural standards.
In the coming time, Vinh Loc district will continue to promote propaganda and mobilize people to improve the effectiveness and quality of the movement of physical training and sports to build a cultural life associated with building new rural areas and model residential areas, in which the quality of cultural families is taken as the basis to improve the quality of the movement of physical training and sports to build a cultural life at the grassroots level as well as the movement to build new rural areas in depth, in a sustainable direction. Focus on synchronous construction and promote the effectiveness of cultural and sports institutions from the district to the grassroots level. Improve the quality of cultural and artistic activities, physical training and sports, and community activities. Pay attention to implementing environmental sanitation well, creating a bright - green - clean - beautiful landscape, safe residential areas; practice a civilized lifestyle in weddings, funerals and festivals. Strengthen the management of cultural activities and cultural services, eliminate harmful cultural products, build a healthy cultural environment, build a "warm, equal, progressive, happy" family. Thereby, contributing to maintaining the new rural district and striving to build an advanced new rural district.
