Building a Non-Destructive Testing Personnel Certification System

From June 30 to July 11, 2025, the Center for Non-Destructive Evaluation (NDE), Vietnam Atomic Energy Institute welcomed Mr. Paul Grosser, ISO 9712 Level 3 Non-Destructive Testing (NDT) expert, Director of NDT Level 3 Company, to carry out technical support activities.

This is an activity within the framework of the technical cooperation project between Vietnam and the International Atomic Energy Agency (IAEA) with code VIE1012 "Building a system for certification of non-destructive testing personnel according to ISO 9712 Standard".

The event was held at NDE with the aim of supporting the development of an NDT personnel certification system according to ISO/IEC 17024:2012 and a personnel certification program according to ISO 9712:2021.

During his time working in Vietnam, expert Paul Grosser has carried out many activities, such as: Guiding the review, development and completion of the document system and certification process of NDT personnel according to international standards; organizing 02 professional seminars focusing on advanced testing techniques (including: Phased array ultrasonic technique (PAUT); time-of-flight diffraction ultrasonic technique (TOFT); digital imaging technique (DIR); ultrasonic testing methods for bolts, pins and shafts; application of DGS diagrams in ultrasound); sharing practical experiences in training, testing and certifying NDT personnel according to ISO 9712 Standard, as well as quality management experience according to ISO/IEC 17024 Standard.

Overview of the working session.

The technical support activities have contributed to improving the technical, professional and management capacity of the staff and technicians of the NDE Center. At the same time, it has strengthened the strategic cooperation relationship between Vietnam and the IAEA, aiming at the goal of sustainable development, safety and international integration in the field of non-destructive testing.

NDE is committed to continuing to promote the achieved results, actively contributing to the development of the NDT field in Vietnam.
