Building a linkage model between institutes, schools and enterprises in scientific research

Questioning the Minister of Science and Technology (MOST), delegate Ta Minh Tam (Tien Giang delegation) said that the mid-term results of economic restructuring and the national target program on new rural construction showed many issues that need attention in linking research and application of science and technology to serve socio-economic development. The link between research and training, between research and the market, between scientists and businesses is still weak. Many research results can only be applied but have not been transferred, and are not yet complete in terms of technology and ability to meet market demand. Regarding the agricultural sector, the science and technology program serving new rural construction, through monitoring, shows that so far only scientific tasks have been selected, and contracts have not been signed due to implementation costs.

With the above argument, delegate Ta Minh Tam asked the Minister of Science and Technology to give his opinion on the above results, the responsibilities and key solutions of the Minister to create a breakthrough in promoting the development of science and technology, promoting research and application in the spirit of the Government as shown when drafting the Resolution on socio -economic development in 2024 to submit to the National Assembly for consideration at this session?

Responding to the delegate's question, Minister of Science and Technology Huynh Thanh Dat said: Regarding the connection between research and application, in the recent past, the Ministry of Science and Technology has had a policy of working with localities, institutes, and schools to create a connection between scientific research of schools and the needs of localities.

“We also propose that all applied scientific tasks must have the participation of scientific research teams at schools in coordination with localities to jointly develop research programs to solve local problems and urgent needs,” the Minister stated.

Regarding the connection between institutes, schools and enterprises, the Minister said that this is a model that has been applied very effectively abroad. “For example, the Netherlands has a model consisting of the State, enterprises and schools and institutes. The State is the place to create the environment, ecosystem and institutions. Schools and institutes are the places for research. Enterprises are the places to carry out innovation activities. Currently, we are also having a policy to build this model in scientific research and technology transfer activities in Vietnam,” said the Minister.

Regarding the application of science in agriculture, the Minister emphasized that in recent times, science and technology have made very important contributions to production and business activities in the agricultural sector.

According to statistics in recent times, science and technology have contributed 30% to the development of the agricultural sector. To link science with agriculture, the Ministry of Science and Technology and the Ministry of Agriculture and Rural Development have recently signed a cooperation agreement between the two ministries to jointly implement scientific, technological and applied activities in agriculture, especially the application of high technology in the agricultural sector.

Regarding the delegate's question about funding for science and technology tasks for the new rural program, the Minister said that the Ministry of Science and Technology will work with the Ministry of Finance to discuss, exchange, and arrange this funding for the program.
