Faced with the intertwined opportunities and challenges of cyberspace, policy flows from the central government to the capital city are converging, aiming to build a safe and healthy living environment where all children are comprehensively protected and no one is left behind.

During his lifetime, President Ho Chi Minh always showed profound concern for children and young people. Imbued with his ideology, the Party and State of Vietnam have always considered children a special priority. At the launching ceremony of the 2026 Action Month for Children held in Quang Ninh, Central Party Secretary and Vice President Vo Thi Anh Xuan affirmed that in recent years, the Central Committee has issued many outstanding policies in the fields of education , health, and social welfare. Many humane initiatives are being realized, such as: tuition fee exemptions for primary and secondary school students, support for school lunch programs, construction of multi-level schools in border areas, and programs like "Loving Leaves" and "Helping Children Go to School," assisting millions of poor children to rise above their circumstances. However, the State leadership remains concerned that nearly 2 million children nationwide are in special circumstances or at risk of falling into special circumstances. This reality demands stronger determination and more practical action from local authorities.

For Hanoi , the care and protection of children is a central and ongoing task. At the launch ceremony of the city's Month of Action for Children, Vice Chairman of the Hanoi People's Committee Vu Thu Ha emphasized that building a safe and friendly living environment and strengthening child protection is a long-term priority linked to human development and the sustainable development of the capital city. To concretize this goal,

Hanoi is focusing on directing six specific policy groups: waiving or reducing tuition fees for students in remote areas; supporting meals for primary school students; comprehensively investing in school facilities and school health ; caring for orphaned and disabled children; organizing gift-giving during holidays and Tet (Lunar New Year); and promoting the Children's Protection Fund to mobilize over 12 billion VND annually to support students in difficult circumstances.

The holistic development of children in Hanoi is also quantified by the strict targets in the City People's Committee's Plan for Child Affairs in 2026. Hanoi aims for 95% of children up to 8 years old to have access to comprehensive care and development support services. 100% of children under 6 years old will be provided with free health insurance cards, and 100% of children with electronic health records will receive regular screening. At the same time, the city is determined to maintain the rate of children in special circumstances below 1%, ensuring that 100% of these children receive timely assistance, creating a solid social security network.

Proactively establish a "shield" in cyberspace.

In the context of the booming digital revolution, the internet opens up great learning opportunities but also harbors countless pitfalls. At the launch ceremony of the program "Protecting and Supporting Children's Development in the Online Environment 2026-2030," Deputy Minister of Health Nguyen Tri Thuc warned that while the internet brings knowledge, it also carries risks such as exploitation, abuse, online bullying, and harmful content that negatively impacts children's physical, intellectual, and mental well-being. Many parents today are complacent, thinking that leaving their children at home with phones is safe, without realizing the psychological damage in the virtual world. The worrying consequence is that young people are gradually losing connection with the world around them, spending too much time on screens and lacking direct interaction with family and the community.

Recognizing this challenge, the health sector and relevant agencies are determined to develop a flexible action strategy to protect the younger generation. In implementing Decision No. 468/QD-TTg (dated March 23, 2026) of the Prime Minister approving the program "Protecting and supporting children's development in the online environment for the period 2026-2030," the Ministry of Health commits to closely coordinating with the Ministry of Public Security to review and amend the Law on Children to suit the new context. Training programs to enhance digital literacy and skills in identifying risks of abuse will be widely implemented in every school, closely connected with the national hotline 111 for timely intervention.

Government policies are only truly effective when supported by each family. No matter how advanced technology becomes, it cannot replace the warm embrace and loving care of parents. Instead of prohibiting or imposing restrictions on children, parents and teachers need to be close friends, dedicating time to listen and guide them in using the internet intelligently and responsibly. Educating children to become confident digital citizens who know how to protect themselves is the key to the new era.
