Building and organizing the implementation of the Working Regulations of the Party Committee is focused on by Ho Chi Minh City, considered a basic and key task in the process of leading, directing, and organizing the implementation of the Party Committee's political tasks.
Currently, the district party committees, the county party committees, and the Thu Duc City Party Committee have focused on building and promulgating the Working Regulations of the Party Committees to effectively lead and direct the implementation of tasks at the units.
Build and deploy according to specific requirements
According to the reporter's records, localities and Party organizations pay much attention to building and effectively implementing the Working Regulations of Party Committees according to their own characteristics. In particular, the Standing Committees of District Party Committees and County Party Committees in Ho Chi Minh City have specified forms to guide each type of Party organization, especially at affiliated public service units, helping to build Working Regulations of Party Committees that are both appropriate and in compliance with regulations.

Specifically, in Cu Chi district, comrade Nguyen Chi Dung, Chairman of the District Party Committee's Inspection Committee, said that the Working Regulations of the Party Committee were organized to collect opinions from members of the Standing Committee, the District Party Committee Executive Committee and were reviewed and commented on by the Standing Committee of the Ho Chi Minh City Party Committee before being issued. During the implementation process, the district regularly reviewed, evaluated and advised on adjustments to better comply with the regulations of the Central and Ho Chi Minh City Party Committee. The district also focused on assigning members of the District Party Committee Standing Committee and District Party Committee members to monitor and grasp the situation of the organization and implementation of the working regulations of Party organizations, promptly informing and reporting to have a direction for focused leadership.
The Binh Tan District Party Committee also clearly defines the responsibilities of the collective and individuals, especially enhancing the role and responsibility of the Standing Committee members and each Party Committee member in implementing the Party Committee's Working Regulations. "In implementing the Party Committee's Working Regulations, Binh Tan District also focuses on enhancing the role of the District Party Committee members and each Party Committee member. Those comrades must have opinions on important issues being discussed so that the Standing Committee can make decisions, not just participate to have enough members", Binh Tan District Party Committee Secretary Huynh Khac Diep shared.
Deal with negligence immediately
According to the Inspection Committee of the Ho Chi Minh City Party Committee, immediately after the Congress of Party Committees at district, county and grassroots levels directly under the Ho Chi Minh City Party Committee for the 2020-2025 term, the district Party Committees, Thu Duc City Party Committee, and grassroots Party Committees have focused on developing and promulgating the Working Regulations of the Party Committees to effectively lead and direct the implementation of tasks at the units. However, there are still places and Party Committees that have not paid attention to developing and promulgating regulations. The review, adjustment, and supplementation of arising contents to the Working Regulations have not received due attention in some places. This has led to violations in the implementation of the Working Regulations.
For example, recently, through the inspection and supervision of the implementation of the Working Regulations of Party Committees and leaders of localities and units, the Inspection Committee of Thu Duc City Party Committee has reviewed and disciplined a ward Party Committee Secretary and a deputy ward Party Committee Secretary by reprimand. The reason is that the leadership and direction of the organization did not comply with the principles, processes and procedures of personnel work; did not comply with regulations on personnel work; directed the rotation and transfer of cadres not in accordance with the Party's rules, processes and regulations.
Regarding violations in implementing the Working Regulations, the District 10 Party Committee also disciplined 1 Party organization and 3 Party members; the Party Committee of the University and College Bloc of Ho Chi Minh City disciplined 1 Party organization and 3 Party members. In total, the entire Ho Chi Minh City Party Committee, from 2020 to June 2023, disciplined 62 Party organizations and 126 Party members due to limitations, shortcomings, and violations in implementing the Working Regulations.
Based on the above reality, the Inspection Committee of the Ho Chi Minh City Party Committee requires Party committees at all levels to strengthen inspection and supervision of the leadership, direction, development and implementation of Working Regulations. In particular, in the annual inspection and supervision program of Party committees, organizing committees and inspection committees of Party committees at all levels, it is necessary to focus on inspection and supervision of the development and implementation of Working Regulations of lower-level Party organizations, especially in places where there are signs of internal disunity and violations of the principle of democratic centralism in order to promptly inspect and handle violations.
In order to develop and promulgate the Working Regulations in line with reality, the Ho Chi Minh City Party Committee has proposed that the Central Government study and promulgate regulations guiding the implementation of the functions and tasks of the city Party Committee in the city. Along with that, there are additional instructions on the functions, tasks and powers of the district-level Party Committee and specific regulations on the decentralization and authorization of the Standing Committee of the Party Committee to the grassroots Party Committee in accordance with the implementation of urban administration, meeting the requirements of the tasks in the new situation.
