DTO - Through the implementation of the Project "Promoting the role of the People's Army in participating in the dissemination and education of law (PBGDPL), mobilizing people to comply with the law at the grassroots level for the period 2021 - 2027" (Project 1371) of the Ministry of National Defense, it has contributed to building the spirit of respect for the law, consolidating the great national unity bloc and raising awareness and sense of law compliance for cadres, soldiers, civil servants, public employees, workers and people.

PROACTIVE AND CREATIVE IN IMPLEMENTATION

The Military Command of Dong Thap province has proactively advised the Provincial People's Committee to direct all levels and sectors to seriously implement Project 1371. The Provincial Military Command coordinated with departments, branches, sectors and localities to develop plans, establish a Steering Committee (SC) and a Working Group. In particular, the Provincial Military Command is the standing agency responsible for monitoring, inspecting and urging the implementation; relevant agencies and units clearly define the responsibilities and tasks of their sectors.

Every year, the Steering Committee of Project 1371 directs units to develop plans suitable for each locality, especially border areas . The Standing Committee of Project 1371 regularly coordinates with press and radio agencies to propagate the project and the legal propaganda team to innovate propaganda methods.

In 2024, Dong Thap province was highly appreciated by the National Defense and Security Education Council of Military Region 9 in its QP&AN education work, with more than 600 news and articles and 868 propaganda sessions for more than 51,000 people. The Steering Committee of Project 1371 at all levels has advised on replicating effective models and movements such as: "All people participate in protecting national territorial sovereignty and border security in the new situation", "Dong Thap joins hands to build new rural areas", "Provincial armed forces join hands for the poor, leaving no one behind", "Skilled mass mobilization" to build "Good mass mobilization units", "Sentiment between the army and people in border areas" .

Colonel Nguyen Huu Cuong - Commander of the Provincial Military Command said that Party committees, authorities, departments, branches and organizations at all levels are aware of the importance of national defense and security education, so Project 1371 has been implemented effectively. Through the implementation of the project, it has contributed to building the spirit of respect for the law, consolidating the great national unity bloc, raising awareness and sense of law compliance for cadres, civil servants, public employees, armed forces, members, students and the people.

DIVERSE FORMS OF PROPAGANDA

Legal dissemination work is carried out through many diverse forms such as: direct dissemination, legal talks, legal advice, propaganda through the internal information system, the Law Bookcase and organizing legal knowledge competitions... Lieutenant Colonel Huynh Van Sung - Political Commissar of the Cao Lanh City Military Command said that through the implementation of Project 1371, awareness of sectors and levels has been raised, thereby coordinating closely, implementing synchronously and effectively; demonstrating the role of the Army in participating in propaganda and legal dissemination.

Propaganda and legal education in schools are promoted through exhibitions, displays of books, newspapers, paintings, photos and models: "I love my homeland's sea and islands", "Borders with schools", "Border lessons" and organizing law lessons for students, extracurricular activities, visits to the border and border markers are also widely deployed in border areas...

The Border Guard Command of Dong Thap province actively disseminates the Vietnam Border Law to people in border areas through mass media, reporters and social networks. The Provincial Border Guard Command coordinates with the Provincial Culture and Arts Center to organize an art program to promote Project 1371.

Colonel Nguyen Van Minh - Political Commissar of the Dong Thap Provincial Border Guard Command, said: Border Guard Stations have proactively deployed working groups and teams to go directly to the locality and each household with the motto "Going to every alley, knocking on every door" to specifically propagate to each person. Along with concentrated propaganda and dissemination, the Border Guard also promotes the role of prestigious people in the locality to participate in widely disseminating the Vietnam Border Law to the people.

The implementation of Project 1371 has contributed to reducing violations of the law, social evils, smuggling, illegal entry and exit across the border, and complaints at higher levels in the locality. In particular, it has contributed to stabilizing political security, social order and safety; ensuring national defense and security; and creating favorable conditions for local socio-economic development.

The province has consolidated, developed and maintained the activities of over 20 Law Clubs, Legal Aid Clubs; 13 Legal Consulting Centers; 7 Legal Propaganda Teams; 143 Mediation Clubs at the grassroots level, 720 Mediation Teams at the grassroots level. Every year, the Steering Committee of Project 1371 directs the selection of 1-2 district-level units as points for experience sharing and replication of good models and effective practices. During the period of 2022 - 2024, the Standing Agency of the Provincial Military Command has advised the Steering Committee of Project 1371 at the provincial level to coordinate with relevant agencies and units to organize more than 333 propaganda sessions, legal dissemination and mobile legal aid at the grassroots level, attracting nearly 42,000 participants.
