Building boarding schools in border areas: Ensuring social security in the "fence" of the Fatherland

GD&TĐ - Recently, the Politburo agreed on the policy of investing in building primary and secondary boarding schools for ethnic minorities in 248 land border communes.

All beginnings are hard

On July 27, General Secretary To Lam and the Central Working Delegation attended the groundbreaking ceremony of the Si Pa Phin Primary and Secondary School (Dien Bien). This is the first project of 248 inter-level boarding schools that the Politburo has agreed to build according to Conclusion No. 81-KL/TW dated July 18, 2025 (Conclusion 81).

At the ceremony, General Secretary To Lam emphasized that building schools is not only to provide children with better learning conditions, but also aims at the long-term goal of improving the quality of life of people in border areas. Thereby, contributing to preserving national sovereignty from the root, which is people, communities attached to land, forests and border markers.

Si Pa Phin Inter-level School has 31 classes, with more than 1,000 students; fully invested in dormitories, functional rooms, dining halls, kitchens, living areas and other modern items. The project has a total investment of about 220 billion VND from support from Hanoi city and socialization. The school is expected to enroll students in the 2026-2027 school year.

Mr. Le Quang Trinh - Chairman of Si Pa Phin Commune People's Committee shared that currently, students in many border areas have to study in conditions lacking in all aspects. Now that there is a new, spacious school with high standards, the local people are very grateful.

The story in Si Pa Phin is also a reflection of the urgent needs in many other border communes, including Pha Long (established on the basis of merging the communes: Ta Ngai Cho, Pha Long, Din Chin, Ta Gia Khau of Lao Cai province). Ta Ngai Cho Secondary School has not been invested in for nearly 20 years. The dormitory, dining hall, and sanitation facilities are seriously degraded. Despite the shortage, students still stick to their classes and teachers still stick to their schools.

"I just feel sorry for the boarding children who do not have clean and safe accommodation," said Ms. Tran Thu Hang - Principal of the school, and acknowledged that Conclusion 81 is a practical answer to the simple dream of thousands of students in the highlands to have a decent place to eat and study.

Humanitarian policy

In Quang Tri province, there are 15 communes in the border area; many of which have complex terrain conditions and difficult transportation, such as: La Lay, Dakrong, Huong Lap, Dan Hoa, Kim Dien, Kim Phu, Thuong Trach, Kim Ngan... Leaders of the Department of Education and Training of Quang Tri affirmed that the investment in building ethnic minority and boarding schools in border communes is one of the humane and meaningful policies for the development of education and training.

Mr. Nguyen Van Ty - Principal of Huong Phung Secondary Boarding School for Ethnic Minorities (Quang Tri Province) acknowledged that Conclusion 81 is a major policy of the Party and State to expand and develop education, demonstrating concern for students and people in mountainous areas. The construction of a primary and secondary school for ethnic minorities in border communes creates opportunities for students in ethnic minority areas to have a better learning environment, with well-invested facilities, meeting the learning needs of their children.

“When a primary and secondary school for ethnic minorities is built, students will be able to study in a concentrated environment, with guaranteed facilities, school conditions, classrooms, playgrounds, etc. related to learning will be invested in. Care and accommodation for students will be given more attention. Along with that, related policies will create conditions for students in mountainous areas to develop mentally, physically, and excel in their studies,” said Mr. Nguyen Van Ty.

Mr. Ho Sy Cham - Principal of A Doi Primary and Secondary School expressed that the establishment of an inter-level boarding school demonstrates the concern of the Party, State, and Ministry of Education and Training for students in ethnic minority areas. At that time, the students can study in a concentrated environment with good facilities.

Furthermore, relevant policies and regimes are of interest. However, to build schools, localities need to pay attention to selecting and arranging reasonable land funds, ensuring the construction of suitable learning, playing and living areas for students.

For many years, students in border communes have faced countless difficulties. Many children are at risk of dropping out of school early and unable to pursue their studies. Therefore, Associate Professor, Dr. Tran Xuan Nhi - former Deputy Minister of Education and Training said that investing in building a system of inter-level boarding schools will help students have stable accommodation and study in a better environment, thereby maintaining and increasing attendance rates, ensuring equal rights to education for all children.

“Boarding schools not only bring immediate benefits, but are also the foundation for a long-term human resource training strategy. From schools on the country’s borders, a young generation rich in knowledge, skills and courage will be nurtured, becoming the next generation to build the homeland, contributing to maintaining national sovereignty,” Associate Professor, Dr. Tran Xuan Nhi believes.

The former Deputy Minister of Education and Training affirmed that this policy is closely linked to social security, reducing the burden on poor families in border areas, and at the same time narrowing the development gap between mountainous and delta areas. When children are educated, people will feel more secure in their homeland, strengthening the "people's hearts" at the front line of the Fatherland.

In addition, the construction of inter-level boarding schools in 248 land border communes is not only an educational project, but also demonstrates care for the future of tens of thousands of children, and is a profound humane message: "Do not leave children in border areas behind".

At the meeting on the implementation of the Politburo's Conclusion and the direction of General Secretary To Lam on the policy of investing in building schools for border communes, Prime Minister Pham Minh Chinh requested the implementation of a campaign to build 100 schools in 100 land border communes, to be completed by August 30, 2026 at the latest. After completing this phase, a preliminary review will be conducted, lessons learned while working, gradual expansion, no perfectionism, no haste, and the entire program will be completed.

According to the report of the Ministry of Education and Training, after the arrangement of administrative boundaries, the whole country has 22 provinces and cities with land borders, with a total of 248 land border communes. Statistics from localities show that in these 248 communes, there are 956 general schools with a scale of 625,255 students. The total number of students with boarding and semi-boarding needs according to preliminary statistics is 332,019 students, but there are only nearly 59,000 students studying at 22 ethnic boarding schools and 160 ethnic semi-boarding schools.
