Long Phuong Group Joint Stock Company has completed the construction and handed it over for use. The Chairman of the Provincial People's Committee approved the final settlement with a total value of more than 421 billion VND. The recorded value of revenue and expenditure is nearly 280 billion VND, the unpaid value is about 141 billion VND.

The Company's representative requested that departments and branches review the overall financial situation, finalize investment costs of the BT project and compare with the remaining payment obligations to investors according to the contract; select suitable replacement land according to the provisions of the BT contract, attached appendices and current legal regulations to pay investors.
After listening to the report and proposal of Long Phuong Group Joint Stock Company, Comrade Dao Quang Khai requested the Department of Finance to establish a Working Group; coordinate with departments and branches to focus on reviewing the legal basis to clarify and promptly respond to the enterprise's recommendations. The Department of Agriculture and Environment must determine the land price of the Vu Ninh Ward housing project (counterpart project) before September 30 this year to refund the cost to the investor.

Regarding land use rights auction projects, up to now, the Department of Agriculture and Environment has advised the Provincial People's Committee to change the investors of the following projects: Residential area for land use rights auction in Yen Phong commune; residential area in Que Vo ward; residential area in Tay Noi Phu ward; residential area in Gia Binh commune; residential area in Cau Dao village, Nhan Thang commune; residential area in Ha Man and Doan Thuong, Song Lieu ward; residential area in Mao Dien ward; residential area for land use rights auction and Tri Qua market, Tri Qua ward; new residential area in Lam Thao commune. In addition, the functional sector is determining the starting price of 15 projects.
However, due to the absence of the district level, the identification of project investors and the survey of information as a basis for developing land price plans are still slow and difficult... The functional sector recommends that the Provincial People's Committee assign the Department of Agriculture and Environment to coordinate with the consulting unit to urgently complete the dossier for determining land prices. Strive to submit to the Land Price Appraisal Council by September 30, 2025, the Chairman of the Provincial People's Committee to approve the starting price for auctioning land use rights and land prices to calculate land use fees for projects that have been allocated land in the province.
