In a document sent to the Party Committee of Saigon Agricultural Corporation today (May 11), BCHDA2 said that the Ring Road 3 project was approved by the Prime Minister in 2011, the City People's Committee included it in the Land Use Plan, and the Binh Chanh District People's Committee issued a notice of land recovery from January 2023.

Saigon Forestry Joint Stock Company was determined to have no goodwill in handing over land for the Ho Chi Minh City Ring Road 3 project.

In Binh Chanh district, there is currently about 142,024.7m2 of land temporarily managed and used by Saigon Forestry Joint Stock Company within the boundary of the Ho Chi Minh City Ring Road 3 construction investment project. According to the report of Binh Chanh District People's Committee, the leaders of Saigon Forestry Joint Stock Company did not cooperate and refused to hand over the land. The Standing Committee of the Project Component 2, the Department of Natural Resources and Environment, in coordination with departments, branches and Binh Chanh District People's Committee, invited the leaders of this enterprise to analyze, mobilize, and persuade them to hand over the land, ensuring progress according to the plan of the City People's Committee.

However, the leaders of Saigon Forestry Joint Stock Company were not willing, did not cooperate, did not comply and made many unreasonable demands that were not in accordance with the law.

"The above-mentioned behavior of the company's leadership group shows signs of violating Regulation No. 69 of the Central Executive Committee on Party organization and Party member discipline, including Point a, Clause 2, Article 8, Chapter II "Failure to implement or incomplete implementation of the Party's policies and regulations, damaging the solidarity and unity within the Party, the Party's finances and assets, and the State's laws" and Point a, Clause 1, Article 26, Chapter III "Lack of responsibility in implementing the Party's policies and regulations, and the State's laws". Therefore, the Standing Committee of the Project Component 2 Command Board, Department of Natural Resources and Environment requests the Party Committee of Saigon Agricultural Corporation to inspect signs of violations and consider and discipline the Party cell, Party cell committee, and related Party members at Saigon Forestry Joint Stock Company in accordance with regulations" - the document clearly stated.

Currently, Thu Duc City and the districts of Cu Chi, Hoc Mon, and Binh Chanh have approved the compensation, support, and resettlement policies of the project. The Ho Chi Minh City Traffic Project Management Board has transferred the first compensation fund to Thu Duc City and the districts in the amount of more than VND 5,624 billion. Currently, the localities are urgently paying the first compensation to households, and are expected to hand over 70% of the site in June to meet the schedule for starting construction of 4 construction packages of Ho Chi Minh City Ring Road 3 as planned.
