Kinhtedothi- On the morning of February 10, the National Assembly's Economic Committee held an expanded plenary session on the National Assembly's Resolution on piloting a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
This is an important resolution to mobilize all legal resources, shorten the implementation progress to the maximum, and effectively exploit land resources. At the same time, strongly decentralize and delegate power to the 2 Cities to realize the Resolutions and Conclusions of the Central Executive Committee and the Politburo .
According to Chairman of the Economic Committee Vu Hong Thanh, the issuance of a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City has had full political, legal and practical bases. This is a very necessary and urgent issue, aiming to solve institutional bottlenecks, contributing to the goal of investing in completing the urban railway network in the two cities.
According to the Government's Submission on the Draft Resolution of the National Assembly on a number of specific and special policies and mechanisms to develop the urban railway network system in Hanoi and Ho Chi Minh City, the development of the Resolution of the National Assembly aims to mobilize all legal resources, shorten the order, procedures, investment preparation time, implementation progress, and training of human resources to deploy investment in the urban railway system; effectively exploit land resources.
The drafting of the National Assembly Resolution also aims to strongly decentralize and delegate power to the two cities in implementing investment in accordance with the actual situation, characteristics and development requirements, promoting the proactiveness and positivity of the two cities, ensuring investment efficiency.
According to the Government's Proposal, the draft Resolution standardizes 6 groups of specific mechanisms and policies, including: Capital mobilization; Investment implementation procedures; Urban development according to the TOD model; Railway industry development, technology transfer and human resource training; Construction materials and dumping site policies; Regulations specifically applicable to Ho Chi Minh City.
In particular, for the group of policies on capital mobilization, it is stipulated that: During the investment preparation process, the Prime Minister has the right to decide on the balance and arrangement of the annual plan for the maximum additional central budget capital of VND 215,350 billion for Hanoi and VND 209,500 billion for Ho Chi Minh City. At the same time, it is allowed to mobilize ODA capital and preferential loans without having to prepare a project proposal; the City People's Council is responsible for arranging a medium-term public investment plan; the City People's Committee is allowed to arrange capital to deploy some tasks in advance to serve the project.
Regarding the policy group on investment procedures and procedures, it is also proposed that urban railway projects do not have to establish, appraise, or decide on investment policies, and can also appoint contractors for consulting, non-consulting, construction, and investor packages.
At the meeting, the majority of delegates supported and believed that it was necessary to apply specific policies in the National Assembly's resolution for investing in the urban railway network, because this is the "backbone" of the public transport system of the two cities. At the same time, they asked the Government to clarify the advantages and disadvantages of policies on urban development according to the TOD model.
There are suggestions that bidding should be encouraged instead of applying the policy of designated bidding to suit the current situation. In addition, delegates said that it is necessary to evaluate the priority of resource allocation including: Central budget, increased revenue, savings, ODA capital, etc. so that regulations do not overlap. At the same time, it is suggested that there should be no rigid regulations on finance and money sources, but only regulations on priority resources.
At the same time, ensure the development of the urban railway system network in Hanoi and Ho Chi Minh City with interconnectivity to promote the efficiency of investment in projects; have mechanisms and policies to support compensation and resettlement, develop the implementation organization... to ensure that the project does not increase capital or prolong the implementation time...
Concluding the meeting, Chairman of the National Assembly's Economic Committee Vu Hong Thanh said that the Economic Committee will coordinate with the Ministry of Transport and the Verification Council to receive further opinions from the National Assembly Standing Committee on this content in order to complete the official Verification Report before reporting to the National Assembly.
It is expected that after the National Assembly reviews and issues the Resolution, the Government and the People's Councils of the two cities will issue legal documents to provide guidance according to their authority.
