In his opening remarks at the session, Chairman of the Provincial People's Council Nguyen Thai Hung emphasized: The 9th session of the Provincial People's Council takes place immediately after the successful sessions of the 15th National Assembly with many important and meaningful contents for Son La province, namely: The province has been assigned by the National Assembly and the Government to be the managing agency to implement the investment project for the construction of the Hoa Binh - Moc Chau expressway;

Approved by the Government , the province has organized a conference to announce and direct the implementation of the Provincial Planning for the period 2021-2030, with a vision to 2050. These are very important legal bases for promptly institutionalizing development viewpoints and orientations, maximizing resource mobilization, effectively exploiting potentials and strengths, and bringing about rapid and sustainable development for Son La province.
Despite numerous difficulties and challenges, the province achieved many positive results in the first six months of 2024 in terms of socio-economic development, national security and defense, and Party building. The province's gross domestic product in the first six months was estimated at VND 14,649.8 billion, an increase of 0.67% compared to the same period last year.
Revenue collection in the province for the first six months is estimated at 1,403.5 billion VND, equivalent to 34% of the central government's allocated budget and 32% of the provincial People's Council's allocated budget. The lives of the people in the province are stable, social welfare policies are implemented promptly; policies and regulations for those who have contributed to the revolution and social welfare beneficiaries are fully and promptly implemented; vocational training and job creation for workers are promoted…

However, alongside the achievements, the Provincial People's Council's Standing Committee, through its oversight, has identified several difficulties, challenges, shortcomings, and limitations in the development process.
Therefore, at this session, delegates will focus on evaluating the results of implementing socio -economic development tasks in the first six months of the year, deciding on measures to ensure the successful implementation of the goals, tasks, and socio-economic development plan for the last six months of 2024; the results of monitoring the resolution of voter petitions submitted to the Provincial People's Council before and after the 8th Session of the 15th Provincial People's Council; and summarizing voter petitions from voter outreach activities before the 9th Session of the 15th Provincial People's Council.
Specifically, the meeting considered, discussed, and adopted 25 thematic resolutions, including: Approving the projected public investment plan for 2025; allocating the medium-term public investment plan for the period 2021-2025 from local budget funds (phase 14); approving the investment policy for the construction project of the Deo Chen village school branch of Hua Nhan Ethnic Boarding Primary School, Hua Nhan commune, Bac Yen district;

Adjusting the investment policy for the project to upgrade the Long Sap main border gate to an international border gate; adjusting the 2024 public investment plan using provincial budget funds; supplementing the list of projects allowing the conversion of land use from rice cultivation land, protective forest land, and special-use forest land; canceling projects in the list of land acquisition, allowing land use conversion, adjusting the area and type of land acquired, allowing land use conversion according to the list of the Provincial People's Council Resolution for the period 2014-2020…
