Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Thai Hung emphasized: The 9th session of the Provincial People's Council took place right after the success of the sessions of the 15th National Assembly with many very important and meaningful contents for Son La province, namely: The province was assigned by the National Assembly and the Government to be the governing body to implement the investment project to build the Hoa Binh - Moc Chau expressway;

Approved by the Government, the province has organized a Conference to announce and direct the implementation of the Provincial Planning for the period 2021-2030, with a vision to 2050. These are very important legal bases to promptly institutionalize viewpoints and development orientations, mobilize maximum resources, effectively exploit potentials and strengths, and bring Son La province to develop quickly and sustainably.

In the context of many difficulties and challenges, in the first 6 months of 2024, the socio-economic situation, national security and defense and Party building work of the province achieved many positive results. The total product in the province in the first 6 months of the year is estimated at 14,649.8 billion VND, up 0.67% over the same period.

Budget revenue in the area in the first 6 months is estimated at 1,403.5 billion VND, equal to 34% of the estimate assigned by the Central Government, equal to 32% of the estimate assigned by the Provincial People's Council. People's lives in the province are stable, social security policies are implemented promptly; policies for people with meritorious services to the revolution and social protection beneficiaries are fully and promptly implemented; vocational training and job creation for workers are promoted...

The 9th session of the People's Council of Son La province will consider and decide on many important contents.

However, besides the achieved results, through the supervision of the People's Council, the Standing Committee of the Provincial People's Council shows that there are still some difficulties, challenges, shortcomings and limitations in the development process.

Therefore, at this session, delegates will focus on evaluating the results of implementing socio -economic development tasks in the first 6 months of the year, deciding on measures to ensure good implementation of goals, tasks and socio-economic development plans for the last 6 months of 2024; results of monitoring the settlement of voters' petitions sent to the Provincial People's Council before and after the 8th session of the 15th Provincial People's Council; synthesizing voters' petitions through voter contact activities before the 9th session of the 15th Provincial People's Council.

In particular, consider, discuss and approve 25 thematic resolutions, including: Approval of the expected public investment plan for 2025; allocation of the medium-term public investment plan for the period 2021-2025 from local budget capital (phase 14); approval of the investment policy for the project to build a school in Deo Chen village belonging to Hua Nhan Primary Boarding School for Ethnic Minorities, Hua Nhan commune, Bac Yen district;

Adjusting the investment policy for the project to build the main Long Sap border gate into an international border gate; adjusting the 2024 public investment plan using provincial budget capital; supplementing the list of projects allowing the conversion of land use purposes for rice cultivation, protective forest land, and special-use forests; canceling projects in the list of land recovery, allowing the conversion of land use purposes, adjusting the area and type of recovered land, allowing the conversion of land use purposes according to the list of Resolutions of the Provincial People's Council for the period 2014-2020...
