According to the 2014 Construction Law, regulations on construction permits include temporary construction permits and phased construction permits.
Accordingly, a time-limited construction permit is a permit issued for a construction project or individual house to be used for a specific period in accordance with the construction planning implementation plan.
A phased construction permit is a permit issued for the construction of individual parts of a building or individual structures within a project, when the building design of the building or project has not yet been completed.
The application for a residential building permit includes the following documents: an application for a building permit, documents proving land use rights as stipulated by land law, and two sets of construction design drawings along with a certificate of design approval for fire prevention and fighting, including approved drawings in cases where fire prevention and fighting law requires them.

The report on the results of the construction design review, in cases where construction law requires it, includes: Floor plan of the building on the plot of land, along with a location diagram of the building; Floor plans of all levels, elevations, and main cross-sections of the building; Foundation plan and foundation cross-section drawings, along with diagrams of connections to external technical infrastructure systems including water supply, drainage, and electricity.
In cases where there are adjacent structures, a written commitment guaranteeing the safety of those adjacent structures must be provided.
Depending on the specific conditions of the locality, the People's Committee of the province or centrally-governed city shall publish sample design drawings for households and individuals to refer to when creating their own construction designs.
From the date of receiving a complete and valid application, the competent authority must review the application and issue the building permit within 15 days for individual houses in urban areas; and 10 working days for houses in rural areas.
If, by the deadline for issuing a construction permit, further consideration is needed, the permit-issuing authority must notify the investor in writing of the reasons, and simultaneously report to the directly supervising authority for review and guidance, but this period must not exceed 10 days from the expiration date.
Besides cases requiring a construction permit, there are also cases exempt from it. Specifically: Firstly, individual houses with a scale of less than 7 floors within urban development projects or housing development projects with a detailed 1/500 scale plan approved by the competent state agency (in this case, the commencement date must be notified).
Secondly, it refers to detached houses in rural areas with a scale of less than 7 floors and located in areas without approved functional zone construction plans, urban planning, or detailed construction plans for rural residential areas by competent state agencies.
Thirdly, it refers to detached houses in mountainous or island areas that are not included in urban planning or functional zone development plans.
