On June 17, a provincial leader in the West said that the Ministry of Finance has just sent an official dispatch to the People's Committees of provinces and cities on the implementation of lottery business activities when the new provincial administrative units officially come into operation from July 1.
Accordingly, lottery companies with the People's Committees of provinces and cities as the representative owners need to be reorganized to comply with the general policy.
At the same time, to ensure safe and stable lottery business operations and complete the state budget collection in 2025, the Ministry of Finance requests the People's Committees of provinces and cities to first arrange and summarize the original state of financial resources and state budget, including receivables and payables (if any) of state-owned enterprises under their management, and hand them over to local authorities after the arrangement.
Provincial and municipal People's Committees shall, based on the guidance of the Ministry of Finance, synthesize and hand over the status quo of lottery companies to the new provincial authorities after the arrangement.
According to the Ministry of Finance, because the estimated state budget revenue from lottery was assigned at the beginning of the year and currently lottery companies have printed lottery tickets until the end of the year, to ensure the stability and continuity of lottery business activities, after the new provincial administrative unit comes into operation, lottery companies will continue to operate under the current organization until December 31.
Lottery companies continue to maintain the current drawing schedule.
The Ministry of Finance is drafting a report to the Prime Minister on the policy of restructuring enterprises and reorganizing the Vietnamese lottery market, including a plan to reorganize the operations of Northern lottery companies and merge Central and Southern lottery companies to match the new provincial administrative unit organization.
After the Prime Minister approves the policy, the Ministry of Finance will issue a notice for implementation.
For the lottery drawing schedule implemented from January 1, 2026, the Ministry of Finance will base on the policy approved by the Prime Minister and the lottery business market situation to arrange the lottery drawing schedule according to regulations.
The Ministry of Finance recommends that provinces and cities establish and perfect lottery supervision councils to ensure continuity, safety and stability of lottery business activities when provincial-level administrative units officially operate after the reorganization.
