The Ministry of Industry and Trade requires the Market Management force to strictly handle cases of petroleum businesses that do not comply with regulations on electronic invoices, including requesting the temporary suspension of business activities and revoking business licenses.

Late on the afternoon of March 28, Minister of Industry and Trade Nguyen Hong Dien signed and issued an official dispatch to the General Department of Market Management and the Market Management Departments of provinces and centrally-run cities regarding strict implementation of regulations on electronic invoices for petroleum trading and retail activities.

The Ministry of Industry and Trade said that recently, the Ministry has issued many documents directing, guiding, and urging agencies, units, and enterprises to implement the Government's and Prime Minister 's telegrams and directives on the management and use of electronic invoices for petroleum business and retail activities, and has achieved positive results.

However, up to now, there are still a number of businesses and retail stores selling gasoline that have not seriously implemented the regulations and directions of the Government , the Prime Minister and the Ministry of Industry and Trade.

The head of the Industry and Trade sector requested the General Department of Market Management to direct the Market Management Departments of provinces and centrally-run cities to continue strictly implementing the direction of the Government and the Prime Minister regarding the inspection and handling of violations in the petroleum business.

Urge petroleum businesses and petroleum retail businesses in the management area to properly and fully comply with the provisions of the law on petroleum trading; strictly implement the regulations on electronic invoices for petroleum trading and retail activities, especially in issuing electronic invoices at petroleum retail stores for customers for each sale at petroleum retail stores and providing electronic invoice data according to regulations.

Market management proactively coordinates with tax authorities and functional forces in the area in the process of inspection and strictly handles cases of petroleum businesses that do not comply with regulations on electronic invoices, including requesting to temporarily suspend business activities and revoke licenses and certificates of eligibility for business according to the Government's direction.

In the latest dispatch, the Prime Minister requested the Ministry of Industry and Trade to direct petroleum trading enterprises and petroleum retail enterprises nationwide to properly and fully comply with legal regulations on petroleum trading.

Data just updated by the General Department of Taxation, as of March 26, nationwide there were 15,379 retail gasoline stores issuing electronic invoices for each sale, reaching about 96.6%.

Currently, only 3.4%, equivalent to more than 500 gas stations, are continuing to implement regulations on issuing electronic invoices.

According to the provisions of the Law on Tax Administration, effective from July 2022, gasoline retail stores nationwide must issue electronic invoices for each sale and connect data with tax authorities.

The issuance of electronic invoices by petroleum enterprises each time will help management agencies control the issuance of retail invoices, prevent fraud, limit petroleum smuggling, ensure a fair and transparent business environment, and increase State budget revenue.
