Speaking at the conference, General Secretary Nguyen Phu Trong said that at the 5th Conference of the 13th Central Committee (May 2022), the Party Central Committee decided to establish provincial steering committees. At that time, there were also concerns about the effectiveness of the steering committees. Therefore, after 1 year of establishment, this conference aims to evaluate what has been done and what has not been done, thereby affirming whether the policy of establishing provincial steering committees is necessary and appropriate or not.

In addition, the General Secretary also said that recently, public opinion has wondered why despite the drastic fight against corruption and negativity, and the severe handling of many officials and party members who violate the law, there are still a number of serious and complicated corruption and negativity cases involving many officials at both the central and local levels? Public opinion is also upset about the situation where a number of officials and party members, especially leaders and managers at all levels, work half-heartedly, push things around, avoid work, and are afraid of making mistakes. In addition, the situation of harassment and causing trouble when solving problems for people and businesses, i.e. "petty corruption", still occurs.

"I have said that there is a group of cadres, civil servants and employees who have direct relations with the people who are authoritarian, arrogant, harassing, causing all kinds of troubles and difficulties for the people. Some people with positions and power maintain a patriarchal and official style, and are in charge of a locality or unit like a little king there," the General Secretary emphasized and affirmed that these are pressing issues and also the people's requests and demands for the work of preventing and combating corruption and negativity; although they have done well, they need to do even better in the coming time.

We must rely on the people, listen to the people, and focus on resolving people's reflections, recommendations, complaints, denunciations, and frustrations about corruption and negativity.

First steps to overcome "hot above, cold below"

Regarding the performance of provincial steering committees, the General Secretary informed that after only 1 year of establishment, the provincial steering committees have implemented relatively comprehensively all aspects of work and achieved very important initial results, contributing to creating increasingly clearer changes in the work of preventing and combating corruption and negativity at the local and grassroots levels.

Provincial steering committees have immediately implemented assigned tasks, especially focusing on leading and directing the promotion of inspection, supervision, investigation, and handling of corruption and negative cases; creating new changes in the work of detecting and handling corruption and negative cases at the local and grassroots levels; initially overcoming the limitations that we have long said are "hot above, cold below".

"Although it has just come into operation, the provincial steering committee has promoted the role and responsibility of the standing committee and its members, creating a combined strength, as I said, no one can stand outside," the General Secretary emphasized.

Thereby, the General Secretary emphasized that experience is the inheritance and continuation of experience after 10 years of operation of the Central Steering Committee on preventing and combating corruption and negativity. At the same time, it is necessary to ensure unified, strict and drastic leadership and direction of the provincial steering committee; detect and direct timely and decisive handling of weak links, difficult tasks, and many obstacles.

The General Secretary also emphasized the lessons learned from solidarity, close and harmonious coordination between functional agencies in implementing tasks according to the program, plan and direction of the steering committee; promptly correcting weak links; working together and resolutely. Along with that, there must be the participation of the entire political system and the whole society, especially fully promoting the role and responsibility of agencies and elected representatives, the Fatherland Front, socio-political organizations; media and press agencies; enterprises and businessmen; and the consensus and support of the people in preventing and combating corruption and negativity.

"We must rely on the people, listen to the people, and focus on resolving people's reflections, recommendations, complaints, denunciations, and concerns about corruption and negativity," the General Secretary emphasized.

Regarding the tasks and solutions in the work of preventing and combating corruption and negativity at the local and grassroots levels in the coming time, the General Secretary emphasized that provincial steering committees must have a firm grasp of their functions and tasks, and that the work and activities of the steering committees must be scientific , rigorous, methodical, and orderly, ensuring substance and specific and clear results.

"Avoid showing off, formality, and establishing for the sake of it, or just for the sake of it; especially avoid the situation of "all in one place, no big deal" when launched, but then gradually becoming sparse and cold," the General Secretary noted.

The General Secretary said that at the recent meeting of the Standing Committee of the Central Steering Committee on preventing and combating corruption and negativity, the General Secretary said that the establishment of the provincial steering committee was already a deterrent; requiring a higher sense of responsibility, a resolute fight against corruption and negativity; and not relying on superiors. "The Central Committee does not do it for you...", the General Secretary affirmed.

The General Secretary also emphasized the need to continue to direct the further enhancement of the responsibility of Party committees, the pioneering and exemplary nature, and persistently build a culture of integrity among cadres and Party members; and direct the rectification and overcoming of the mindset of fear of mistakes, shirking, avoidance, and working half-heartedly among a number of cadres and Party members.

The General Secretary noted that it is necessary to fight against the idea of retreat, saying that if the fight against corruption and negativity is too strong, it will hinder development and discourage creativity; manifestations of holding back, defending, shielding, keeping safe, avoiding, shirking responsibility, and being afraid of making mistakes and not daring to do anything among a number of cadres and civil servants, especially leaders and managers at all levels. The General Secretary requested urgent direction to inspect, review, rectify and immediately overcome this situation; strictly handle the responsibilities of the heads of some agencies, units and localities to set an example, create a warning, deterrence and general prevention. "I have said it many times, and I would like to repeat it now: If anyone has that idea, they should quickly stand aside and let others do it," the General Secretary emphasized.

Do not let violators enter Party committees at all levels.

Another task, the General Secretary requested to focus on directing the timely detection and handling of weak links, difficulties, and bottlenecks; urgent and pressing issues of public concern; and creating more positive changes in the detection and handling of corruption and negativity at the local and grassroots levels.

According to the General Secretary, to fight corruption and negativity, we must first resolve the people's pressing issues; resolutely handle large, serious, and complicated corruption and negativity cases and incidents, and persistently and thoroughly handle negative incidents directly related to the legitimate rights and interests of people and businesses.

The General Secretary requested provincial steering committees to focus on leadership and direction in early detection and timely and strict handling of corruption and negative cases; especially directing the removal of difficulties and obstacles, speeding up the investigation, prosecution and trial of cases under the supervision and direction of the Central Steering Committee on Anti-Corruption and Negative Cases and provincial steering committees.

In particular, focusing on directing and coordinating the final handling of cases and matters related to Viet A Company, AIC Company, FLC Group, Van Thinh Phat, vehicle inspection and cases and matters related to leaders and managers at all levels, contributing to preparing good personnel for the Party Congresses at all levels in the next term. "Resolutely not allowing personnel with violations, corruption and negativity to enter Party committees at all levels", the General Secretary emphasized.

People's consensus and support

The General Secretary requested to further promote the role of agencies, elected representatives, the Vietnam Fatherland Front and socio-political organizations, the press and the people in the fight against corruption and negativity. At the same time, continue to advise and direct the improvement of the organizational apparatus, improve the capacity and operational efficiency of provincial steering committees and functional agencies in the fight against corruption and negativity.

"Preventing and combating corruption and negativity is an extremely difficult and complicated battle, but with the participation of the entire political system and the consensus and support of the people, corruption and negativity will definitely be prevented and pushed back, because there is always a way to climb a high mountain, and there is always a way to go through a dangerous road," the General Secretary affirmed.
