Telegram No. 55/CD-TTg signed and issued by Prime Minister Pham Minh Chinh on May 2 clearly stated: Recently, the Ministry of Public Security and relevant agencies have continuously discovered many serious cases related to the production and trading of counterfeit goods in the fields of health and food, on a large scale, occurring over a long period of time, causing public outrage and seriously affecting people's health. In this situation, the Prime Minister has repeatedly directed through telegrams, official dispatches, and notices to request strict and timely handling of the cases.
To improve the effectiveness and efficiency of management and ensure safety for people, Official Dispatch No. 55/CD-TTg emphasizes the requirement for ministers, heads of relevant agencies and chairmen of People's Committees of provinces and centrally-run cities to urgently and drastically implement key tasks.
Specifically, the Ministry of Public Security is assigned to speed up the investigation of discovered cases; closely coordinate with relevant agencies to handle cases in accordance with legal regulations; and direct local police to monitor and grasp the situation to promptly detect, prevent and not let criminals escape.
The Ministry of Health is required to strengthen inspections of compliance with laws on pharmaceuticals and food safety, and strictly control cosmetics to prevent violations. In addition, the Ministry needs to coordinate with the Ministry of Public Security in investigating related cases, and review and propose amendments to existing and overlapping legal regulations.
The Ministries of Industry and Trade, Finance, and National Defense are assigned to coordinate with localities and the National Steering Committee 389 to step up inspection and supervision of the circulation and distribution of goods in the market, especially in retail channels and e-commerce platforms. Units need to promptly detect and strictly handle acts of smuggling, production, and trading of counterfeit and poor-quality goods, especially in the fields of medicine, milk, and functional foods.
Meanwhile, the Ministry of Culture, Sports and Tourism is responsible for coordinating with relevant agencies to strengthen supervision of advertising activities, especially on the internet and social networks. The Ministry needs to check compliance with legal regulations on advertising of goods in the special category, and strictly handle violations to protect consumers.
The People's Committees of provinces and cities are required to direct functional forces to launch peak periods of general inspection and review of the business situation of medicines and health protection foods; strictly handle violations, check online advertising activities and promptly recall counterfeit products discovered in the area to minimize the risk of harm to people.
The Prime Minister emphasized: Ministries, sectors and localities need to proactively report and make recommendations to competent authorities to handle issues beyond their authority, ensuring effective management of the pharmaceutical sector, health food and advertising activities. This is not only a management requirement but also a responsibility to protect public health and strengthen people's trust in the government and legal system.
