Xuan Lang focuses on disbursing public investment funds.

Recognizing that disbursing public investment capital is the "key" to boosting economic growth and improving local infrastructure, Xuan Lang commune is focusing its efforts on accelerating the construction progress of projects. With the highest level of determination, the government and people of Xuan Lang commune are implementing many solutions simultaneously to ensure that projects are completed on schedule, creating momentum for a breakthrough in the appearance of the new rural area.

The contractor is accelerating the progress of the project to renovate and repair the community hall into a Public Administrative Service Center combined with online meeting rooms and auxiliary facilities in Xuan Lang commune.

In 2026, the total planned public investment capital allocated to Xuan Lang commune is 48,305 million VND. This includes 1,740 million VND of carried-over capital from 2025 and 46,565 million VND of newly allocated capital for 2026.

To ensure efficient disbursement of funds and adherence to plans, schedules, and project quality, the People's Committee of Xuan Lang commune has decisively directed its specialized departments and agencies to take prompt action since the beginning of the year. Accordingly, the commune has immediately disbursed funds for projects that have completed final settlement approvals; simultaneously, it has accelerated the progress of ongoing projects, and is urgently completing the necessary procedures to select contractors and commence new projects with allocated funds.

Thanks to proactive and coordinated leadership and management, the total capital disbursed reached VND 44,237 million. As of the end of April 2026, the cumulative disbursement of public investment capital reached VND 20,324 million, equivalent to 44% of the allocated plan. Of this, the disbursement of capital carried over from the previous year reached 58%, and the disbursement of capital planned for the current year reached 44%. Overall, the locality's disbursement work basically ensured the set progress.

However, despite the achievements, construction and disbursement at some projects in the commune still face difficulties, especially in the compensation and land clearance process.

Comrade Ta Quang Truong - Deputy Head of the Economic Department of Xuan Lang commune, said: "To achieve the target of disbursing public investment capital allocated in 2026, and to bring projects into use early to maximize socio-economic effectiveness, Xuan Lang commune continues to direct relevant departments, investors, and contractors to implement synchronized and flexible solutions to overcome difficulties."

In this regard, localities are focusing on strengthening propaganda and mobilizing people to agree to accept compensation and support payments in order to accelerate the land clearance process. At the same time, they are resolutely organizing enforcement actions against projects that have completed all necessary documents and procedures to reclaim land from those who deliberately refuse to comply.”

To realize the government's determination, the cooperation and responsibility of the construction units are identified as key factors. Mr. Nguyen Ngoc Truong - Deputy Director of Hung Phat Co., Ltd., the contractor for the Phu Xuan - Tu Lap inter-district road renovation and upgrade project, phase 1, said: “As soon as we received the handover of more than 2,900m/3,226m of cleared land, we concentrated maximum manpower and machinery to organize phased construction. The investor and local authorities' acceptance of each stage, along with timely disbursement according to completed work volume, is a great motivation for the contractor to proactively manage cash flow and maintain continuous progress on the construction site.”

Along with resolving land acquisition issues, Xuan Lang commune is also tightening management discipline by requiring construction contractors to provide detailed progress schedules for each project to ensure timely monitoring and supervision. The local authorities assign leaders and specialized officials to closely monitor all stages, from project document preparation and appraisal, design drawings, cost estimates, land clearance, to construction organization and final settlement documentation.

During the implementation process, the commune prioritizes resources to accelerate the compensation and land clearance process for key projects. At the same time, it resolutely penalizes or terminates contracts with contractors who violate regulations or experience unjustified delays. Simultaneously, the locality regularly reviews progress to promptly propose the recovery or reallocation of funds from projects unable to fully disburse them to projects with good construction progress and a need for additional funding in 2026.

The proactive, decisive, and coordinated approach of the government, along with the responsible spirit of the contractors, is creating a solid foundation for Xuan Lang to strive for the comprehensive completion of the 2026 public investment plan, creating momentum to promote socio-economic development and the increasingly prosperous construction of new rural areas.
