A new spring is arriving, bringing with it hope and aspirations. The spring atmosphere is evident on the construction sites of key transportation projects. Engineers and workers are bustling with activity, diligently completing meters of road and bridges. Contractors are striving to accelerate the final stages of construction, so that these important transportation projects can be put into operation soon, facilitating travel for the people and paving the way for the socio-economic development of the province.

Driving force

With the first few kilometers of the East-West road basically completed, connecting to the Mai Son-National Highway 45 interchange, the shape of a major inter-regional and inter-provincial road is gradually becoming clear. Looking at the wide new road about to be put into use, Mr. Nguyen Van Truong, a retired official in Tam Diep city, expressed: "In just a short time, the road passing through the city has taken on a different appearance. This change is not only significant in terms of transportation but also marks the development of the locality. Witnessing the changes in our hometown, we are all excited. We hope that when the road is completed, it will continue to create momentum for the socio-economic development of this young city."

The investment project to build the East-West road in Ninh Binh province (Phase I) has been identified by the Provincial Party Committee of the 22nd term, 2020-2025, as a key project that must be completed as soon as possible to create momentum and a breakthrough in the socio-economic development of the province in the short term and with strategic, long-term vision. Phase I of the project spans 23 km from Tam Diep to Nho Quan. This is the largest inter-regional transportation project ever undertaken in Ninh Binh province, creating a strategic transportation axis that seamlessly integrates with the province's transportation system; connecting economic centers with the Trang An Scenic Landscape Complex, the Cuc Phuong National Forest, and the potentially rich Kim Son coastal area; opening up new opportunities and impetus to promote the rapid and sustainable socio-economic development of the province.

Comrade Pham Quoc Chinh, Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, said: Land clearance work is being carried out for the entire 8-lane route. To date, localities have handed over 20.2/22.9 km of land. The investor is coordinating with relevant units to resolutely direct and accelerate progress, striving to put the project into operation in 2025. Once completed, the road will connect seamlessly with important national transportation axes such as: the North-South Expressway (Eastern section), National Highway 1A, the coastal road, the North-South railway... opening up a connection with the Ho Chi Minh Highway and inter-regional connectivity between the Northwest region ( Hoa Binh , Son La) and the Red River Delta region.

Mr. Le Anh Tu, Director of Thanh Trung Construction and Trading Co., Ltd., representing the joint venture contractor, shared: Taking advantage of the sunny weather, the contractor has mobilized hundreds of engineers and workers, and all available machinery and materials for construction. In addition, the consulting and supervision contractors and the investor are constantly present on the construction site to monitor the quality of construction, technical aspects, and ensure the project progresses as planned.

Currently, contractors are constructing the roadbed on the handed-over land, basically completing the asphalt paving and connecting the initial section of the East-West road to the interchange leading to the Mai Son-National Highway 45 expressway. Contractors are focusing on constructing culverts across the road. The Ma Chanh, Song Van, and Xuan Vien bridges are basically completed, with the bridge decks and railings being finalized. The value of work completed is nearly 40% of the contract value.

Ninh Binh province has identified one of its three breakthroughs for the 2020-2025 term as focusing on developing a synchronous and modern transportation infrastructure that connects within and between regions. In particular, prioritizing investment in important transportation projects to create momentum in attracting investment is a crucial factor in promoting socio-economic development and restructuring the economy, transforming Ninh Binh into a growth pole in the Red River Delta region.

Therefore, since the beginning of its term, the Provincial Party Committee has issued many resolutions and action programs on the development of transportation infrastructure, including Resolution No. 10-NQ/TU, dated December 14, 2021, on building a synchronous infrastructure and developing a civilized and modern urban area in the period 2021-2025, with a vision to 2030, which clearly defines the goal of focusing investment on important transportation infrastructure, ensuring regional and inter-regional connectivity, expanding urban space, and creating opportunities and impetus for socio-economic development.

The Standing Committee of the Provincial Party Committee continues to implement the view of strengthening leadership and direction on public investment, requiring focused and decisive implementation of each project, bringing it into operation and use, maximizing its effectiveness, and serving as a basis and driving force for attracting investment and socio-economic development. It directs the allocation of capital, prioritizing key projects and those with the potential for early completion. The Provincial People's Committee continues to demonstrate high determination in the implementation and disbursement of public investment projects.

By the end of 2023, Ninh Binh had completed and put into operation many important and strategic projects such as: the road connecting National Highway 12B with National Highway 21B from Tu Bridge to Co Bridge; coordinating the inauguration of the Mai Son-National Highway 45 expressway section; basically completing the asphalt paving and connecting the initial section of the East-West road linking to the Mai Son-National Highway 45 expressway interchange; basically completing several sections and bridges over the Vac River of the DT.482 road project; completing procedures and commencing construction of Cha La Bridge; implementing the construction of embankments on both banks of the Van River from Lim Bridge to Van Sang Bridge... This is of particular importance, creating momentum to strongly promote the socio-economic development of the province in the short term and with a strategic, long-term vision; significantly reducing traffic entering the city centers of the province; This will create favorable conditions for exploiting the potential and strengths of areas previously considered "disadvantaged" due to transportation limitations; opening up new space and opportunities for rapid and sustainable socio-economic development of Ninh Binh province and other provinces.

Also during the 2021-2025 period, Ninh Binh will conduct surveys, carry out investment procedures, or research and propose investment in the construction of: the East-West road (phase II); the Ninh Binh-Hai Phong expressway (section through Ninh Binh province); and a plan to connect the East-West road with the Ho Chi Minh Highway to create a seamless and synchronized connection with the provinces in the Northwest, fostering inter-regional connectivity between the Red River Delta and the mountainous and midland regions of Northern Vietnam.

With the strong leadership and direction of the Central Party Committee, the National Assembly, and the Government, and the close coordination among ministries, sectors, and localities, Ninh Binh province has been striving to complete the task of developing a synchronous and modern transportation infrastructure system, creating a more rational, efficient, and professional transportation structure, contributing to the successful implementation of Resolution No. 30-NQ/TW, dated November 23, 2022, of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045, and the Resolution of the 22nd Congress of the Ninh Binh Provincial Party Committee, and soon making Ninh Binh a relatively developed province in the Red River Delta region.
