Phu Ly Ward was established on July 1, 2025, through the merger of four wards: Chau Cau, Thanh Chau, Liem Chinh, and a part of Quang Trung Ward. It covers an area of 11.84 km² and has a population of 62,893. Immediately upon its establishment, the two-tiered local government model began operating smoothly, ensuring efficient management, the synchronized implementation of political tasks, the maintenance of political security and social order, the continuous improvement of people's material and spiritual lives, and the strong promotion of national unity. All segments of the population, including Catholic compatriots, actively participate in patriotic emulation movements and humanitarian and charitable activities, agreeing with the Party's guidelines and the State's policies and laws. Religious and belief institutions, along with their clergy, officials, and followers, strictly abide by the law and implement the motto "Live a good life, practice virtuous conduct," contributing to political and social stability in the locality.
Currently, there are 13 temples in the ward that regularly maintain traditional rituals. Major events such as the Vu Lan Festival and the Great Bell Casting Ceremony are organized solemnly, attracting a large number of followers; there are 2 temples (Phu Ly Parish Church and Thuong To Sub-Parish Church) with approximately 1,500 followers. Regular and important religious ceremonies are conducted in accordance with religious and legal regulations, and there are 40 other religious establishments (communal houses, temples, shrines) and 26 ancestral halls and sub-parish churches. Religious activities in the ward are stable, comply with the law, ensure security and social order, and are in line with local customs and traditions.
The People's Committee of the ward established a Steering Committee for Religious Affairs and implemented tasks comprehensively, paying particular attention to maintaining stability in the area during the ward's newly established period and during major political events. Specifically: Laws on belief and religion were widely disseminated through various forms (conferences, Party branch meetings, public address systems, digital platforms). Acts of exploiting religion to spread false information and harmful content were detected and dealt with promptly.
The entire ward has 21 religious establishments and 5 religious organizations that have been granted land use rights certificates. The remaining cases are still under review. No land-related complaints or disputes concerning religion arose during the year.
The key task for Phu Ly ward in 2026 is to focus on continuing to effectively implement the Law on Beliefs and Religions 2016 and related decrees;
