According to the forecast of the Ministry of Agriculture and Environment , the total export turnover of agriculture, forestry and fishery products in the last 6 months of 2025 may only reach 31.6 billion USD, down 4.8% compared to the same period in 2024, equivalent to a decrease of about 1.6 billion USD if affected by the reciprocal tax rate.
Faced with this situation, the agricultural sector is implementing drastic measures to maintain exports in traditional markets while adding suitable product lines to grow in potential markets.
Export target of 70 billion USD is feasible
Despite the difficulties and challenges in the first half of the year, the entire agricultural sector still recorded positive signals in export activities. In the first 6 months of the year, the export value of agricultural, forestry and fishery products reached 33.84 billion USD, up 15.5% over the same period last year. In particular, the trade surplus reached 9.83 billion USD, up 16.5%, showing the increasing competitiveness of Vietnamese agricultural products in the international market.
In the export structure, agricultural products reached 18.3 billion USD, up 16.8%; aquatic products reached 5 billion USD, up 14.5%; forestry products reached 8.7 billion USD, up 8.8%; livestock reached 264 million USD, up 10.1%.
In particular, 9/11 main commodity groups maintained growth momentum, including: Coffee, rubber, pepper, cashew nuts, livestock, seafood, wood and wood products... These are positive signals in the context of many fluctuations in the global economy .
However, some key commodities recorded a downward trend in the first 6 months of the year. Specifically, rice exports only reached 2.6 billion USD, down 9.8% compared to the same period last year; vegetables and fruits reached 2.7 billion USD, down 17.1% compared to the same period last year. These are two commodity groups that need solutions soon to overcome the decline in turnover in the coming time.
Deputy Minister of Agriculture and Environment Phung Duc Tien said that the structure of the agricultural, forestry and fishery export market is changing significantly. Last year, export turnover to the US and China was similar, accounting for 21.8% and 21.6%, respectively. However, in the first 6 months of this year, the US reached 7.14 billion USD (21.1%), while China decreased to 5.94 billion USD (17.6%), Japan reached 2.44 billion USD (7.2%)...
According to Deputy Minister Phung Duc Tien, this development requires adjusting the promotion strategy and expanding the market accordingly. Particularly for items such as coffee, rice, fruit, tra fish and shrimp, the Ministry of Agriculture and Environment is actively promoting to expand the market, most recently the agreement with Brazil on beef and the prospect of exporting tra fish, coffee and rice to this potential market.
Expand market, diversify products
In the last 6 months of the year, Minister of Agriculture and Environment Do Duc Duy issued a Plan to promote agricultural, forestry and fishery exports in 2025 with specific goals: In the third quarter of 2025, agricultural, forestry and fishery exports will reach 14-15 billion USD and in the fourth quarter of 2025, take advantage of consumption demand during holidays and Tet to reach 16 billion USD or more.
With the recovery of exports of many product groups and drastic solutions, the agricultural sector expects to complete the target of 65 billion USD, contributing to stabilizing the national trade balance and ensuring sustainable income for farmers.
The Ministry of Agriculture and Environment is implementing many synchronous and drastic solutions to achieve the set export turnover target. The focus is on expanding markets, diversifying products, and maximizing incentives from 17 Free Trade Agreements (FTAs) signed both bilaterally and multilaterally.
Products with strong growth potential such as coffee, cashew nuts, shrimp, fish, specialty fruits, etc. will continue to be supported in trade promotion activities and standardization of production processes to meet the increasingly stringent requirements of major markets such as the United States, the EU, and China. At the same time, the Ministry of Agriculture and Environment also recommends continuing to exploit potential markets such as the Middle East, ASEAN, and South America.
Regarding long-term development strategy, Deputy Minister Phung Duc Tien emphasized the central role of science, technology and innovation in transforming the growth model from breadth to depth, towards sustainable development. The agricultural sector firmly adheres to the principle of not trading the environment for growth, ensuring social equity and economic efficiency.
In addition, the work of perfecting institutions that is being accelerated will also facilitate the growth of the agricultural sector. The Government has issued decrees on decentralization of management and reform of administrative procedures, creating conditions for localities to be proactive and creative in organizing implementation. Deputy Minister Phung Duc Tien said that the Ministry of Agriculture and Environment is reviewing and summarizing to propose amendments to specialized laws, aiming to institutionalize new policies, creating a more open and effective legal corridor./.
