Yen Bai - On the afternoon of February 20, the Standing Committee of Yen Bai Provincial Party Committee held a conference to announce resolutions and decisions of the Standing Committee of the Provincial Party Committee, the Provincial People's Council, and the Chairman of the Provincial People's Committee on organizational structure and personnel.

At the Conference, Comrade Chu Dinh Ngu - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Committee announced the Decisions of the Provincial Party Committee's Standing Committee appointing Comrade Hoang Viet Hoa - Director of the Provincial Construction Investment Project Management Board to hold the position of Deputy Secretary of the Van Yen District Party Committee, term 2020-2025 and introducing candidates to be elected as Chairman of the Van Yen District People's Committee for the term 2021-2026.
Appoint comrade Dao Ngoc Hung - Deputy Director of the Department of Transport to hold the position of Deputy Secretary of Mu Cang Chai District Party Committee for the 2020 - 2025 term and introduce him as a candidate to be elected as Chairman of Mu Cang Chai District People's Committee for the 2021 - 2026 term.

Accordingly, the election results for the position of non-professional Head of the Economic - Budget Committee, Yen Bai Provincial People's Council, term XIX, 2021 - 2026 were confirmed for Mr. Nguyen Minh Toan - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee; Mr. Tran Dong - Deputy Director of the Department of Home Affairs holds the position of full-time Deputy Head of the Economic - Budget Committee, Yen Bai Provincial People's Council, term XIX, 2021 - 2026.
At the Conference, the leaders of the Department of Home Affairs announced the resolution of the Provincial People's Council on the establishment of new specialized agencies under the Provincial People's Committee. Accordingly, the Department of Home Affairs was established on the basis of merging the Department of Labor - Invalids and Social Affairs and the Department of Home Affairs; the Department of Finance was established on the basis of merging the Department of Planning and Investment and the Department of Finance; the Department of Construction was established on the basis of merging the Department of Transport and the Department of Construction; the Department of Science and Technology was established on the basis of merging the Department of Information and Communications and the Department of Science and Technology; the Department of Agriculture and Environment was established on the basis of merging the Department of Agriculture and Rural Development and the Department of Natural Resources and Environment; the Department of Ethnic Minorities and Religions was established on the basis of the Ethnic Minorities Committee and took over the state management function of religion from the Department of Home Affairs.
At the same time, reorganize specialized agencies under the Provincial People's Committee including: Provincial People's Committee Office, Department of Industry and Trade, Department of Education and Training, Department of Justice, Department of Culture, Sports and Tourism, Department of Health and Provincial Inspectorate.

The Department of Finance consists of 1 Director and 6 Deputy Directors. Comrade Nguyen Thi Trang Nhung - Director of the Department of Finance (before the merger) holds the position of Director of the Department of Finance of Yen Bai province (after the merger).
The Department of Agriculture and Environment consists of 1 Director and 4 Deputy Directors. Comrade Tran Ngoc Luan - Director of the Department of Natural Resources and Environment of Yen Bai province holds the position of Director of the Department of Agriculture and Environment of Yen Bai province.

Speaking at the Conference, Comrade Tran Huy Tuan - Secretary of the Provincial Party Committee said: Immediately after the National Assembly issued the Resolution on the organizational structure of the Government; the Government organized a Conference to implement the Resolution of the National Assembly, the Standing Committee of the Provincial Party Committee gave the policy for the Provincial People's Council to organize a thematic session to pass the Resolution on the establishment and reorganization of specialized agencies under the Provincial People's Committee; at the same time, review, consider the arrangement, transfer, and assignment of a number of leadership positions of a number of agencies, departments, branches, sectors, and organizations of the province in a synchronous, strict, and principled manner; ensure standards and capacities, in accordance with task requirements and practical conditions; ensure uninterrupted leadership, direction, and organization of the implementation of political tasks of agencies and units after the arrangement; also a step to prepare for personnel work for the Party Congress at the grassroots level for the 2025-2030 term and the 20th Provincial Party Congress.
In this revolution of streamlining the apparatus, in addition to arranging and assigning suitable cadres to the new apparatus; it is inevitable to impact and require sacrifices from a number of leaders, cadres, civil servants and public employees at all levels to complete the set common goals. Emphasizing that the requirements and tasks in the coming time are very large and heavy, thoroughly grasping the Central's guiding viewpoint that "the apparatus after the arrangement and consolidation will operate better than the old apparatus", truly "upgraded", "raised" to meet the development requirements in the new era of the nation, comrade Tran Huy Tuan - Secretary of the Provincial Party Committee requested the Provincial Party Committee to urgently direct the Provincial People's Committee to issue decisions specifying the functions, tasks, powers, organizational structure and the Project on job positions of the agencies and units after the arrangement in accordance with the direction of the Central and the Conclusion of the Provincial Party Committee Standing Committee; promptly submit to the Provincial Party Committee Standing Committee for comments to approve and implement the Project on arrangement and assignment of working offices of the provincial departments, branches and sectors for implementation. At the same time, perfecting Party committees, Party organizations and leadership positions of subordinate Party committees and directing Party cells and Party committees to perfect subordinate Party organizations in accordance with current regulations to operate synchronously and stably from March 1, 2025; ensuring the completion of the organization of grassroots congresses in March 2025.
For the 6 newly reorganized and established agencies, it is necessary to urgently issue Working Regulations, adjust programs and work plans for 2025 on the basis of fully inheriting the functions and tasks of the old agencies and units, ensuring that no functions and tasks are omitted or overlapped; promptly perfect the internal organization of the new agencies and units, ensuring that they are suitable to the conditions and practical situations in localities and units. At the same time, urgently complete the administrative legal procedures so that the agencies and units can operate and transact immediately after the reorganization; especially the agencies directly related to the settlement of administrative procedures for people and businesses, ensuring smooth and uninterrupted operations...
For the cadres who are mobilized and appointed, comrade Tran Huy Tuan - Secretary of the Provincial Party Committee hopes and recommends that each comrade needs to clearly identify his or her honor and responsibility, continue to practice and improve his or her political mettle; maintain revolutionary qualities and ethics; continue to promote the capacity, strengths and accumulated knowledge, quickly approach and immediately get to work, closely follow the grassroots, "dare to think, dare to do, dare to innovate for the common good"; join hands, unite, overcome difficulties, and be determined to best complete the assigned political tasks.
