Steering Committee 389 of Yen Bai province has just issued a Plan to combat smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2025, requiring member sectors of the Steering Committee and localities to focus on controlling and strictly handling acts of smuggling, trade fraud and counterfeit goods.

It is forecasted that the situation of smuggling, illegal transportation of goods, trade fraud and counterfeit goods of essential goods for production, business, consumption, prohibited goods, conditional import and export goods will tend to increase, develop complicatedly with many new sophisticated methods and tricks, difficult to detect on all routes and fields...
Therefore, the Plan aims to strengthen the leadership, direction, inspection, urging and guidance of the member sectors of the Provincial Steering Committee 389, the People's Committees of districts, towns and cities to proactively and promptly control the situation of smuggling, trade fraud and counterfeit goods; regularly exchange and share information, coordinate inspection, control, detection, combat, arrest and handle violations to prevent and repel smuggling, trade fraud, tax evasion, buying and selling, transporting prohibited goods, smuggled goods, production and trading of counterfeit goods, poor quality goods, goods violating intellectual property rights...
The plan also requires the departments and branches: Public Security, Finance, Industry and Trade, Information and Communications, Culture - Sports and Tourism, Agriculture and Rural Development, Health, Science and Technology, according to their assigned functions, tasks, and fields of management, to focus on developing, directing, and effectively implementing the Plan for the peak period against smuggling, trade fraud, and counterfeit goods before, during, and after the Lunar New Year 2025.
Proactively grasp the situation; identify methods and tricks of smuggling, trade fraud and counterfeit goods; identify key subjects, routes, areas and goods that require concentrated forces, means and measures to combat; identify the responsibilities of affiliated units in managing, inspecting and controlling assigned areas and fields.
Develop and deploy plans to increase forces, vehicles, patrol and strictly control routes in and out of the management area to prevent and handle prohibited goods, smuggled goods, counterfeit goods, poor quality goods, goods of unknown origin, goods that violate intellectual property rights; strictly control wholesale markets, shopping malls, agents, e-commerce trading floors, online shopping sites (via Facebook, Zalo, TikTok...) and business establishments in the area to promptly detect acts of taking advantage of activities to trade and transport prohibited goods, especially firecrackers, counterfeit goods, goods of unknown origin, goods that violate intellectual property rights..., focusing on conditionally imported goods, goods with high tax rates, goods serving consumer needs during the Lunar New Year such as food, alcohol, beer, cigarettes, confectionery, fruits, electronics, pharmaceuticals, cosmetics, functional foods, high-end fashion , livestock and poultry.
Authorities at all levels are actively monitoring the situation, strengthening inspection and control, and preventing the emergence of warehouses, yards, and transit points for smuggled goods, counterfeit goods, poor quality goods, goods that violate intellectual property rights, and activities that take advantage of the e-commerce environment to commit violations.
Implement good coordination between functional forces, avoid overlap, clearly define the main responsible agency and coordinating agencies, regularly exchange information, create strength for the force against smuggling, trade fraud and counterfeit goods, and strictly handle violations of the law.
Departments, branches and functional forces proactively coordinate with People's Committees of districts, towns and cities to implement measures to ensure adequate supply of quality consumer goods for people before, during and after the Lunar New Year 2025.
Strengthen propaganda work, coordinate with the provincial media agencies to publish news, articles and images on the fight against smuggling, trade fraud and counterfeit goods...; effectively receive and handle denunciations and reports of crimes and recommend prosecution of smuggling, illegal transportation of goods, trade fraud and counterfeit goods.
Establish an interdisciplinary team to conduct inspections of anti-smuggling, trade fraud, counterfeit goods and food safety before, during and after Tet within the scope of responsibility and state management of the agency, unit and locality, ensuring practicality and effectiveness, avoiding overlaps and duplication with other agencies and units.
It is known that in November 2024 alone, the functional branches of the Steering Committee 389 of Yen Bai province inspected and administratively sanctioned 34 cases of smuggling, trade fraud and counterfeit goods; imposed administrative fines of over 600 million VND; sold confiscated goods worth over 847 million VND; additional fines and tax arrears of 1.133 billion VND; total budget revenue of 2.581 billion VND; forced destruction of goods worth 111.6 million VND.
Currently, the Provincial Market Management Department is coordinating with the forces of the Provincial Police, the Departments of Industry and Trade, Health, Finance, Science and Technology, Agriculture and Rural Development... to strengthen inspection and control work.
