On the afternoon of September 11, the Department of Preventive Medicine (Ministry of Health) sent a document to the Director of the Department of Health of Vinh Phuc province requesting an assessment and conclusion of the cause of death after the media reported on two newborns with severe complications after receiving the hepatitis B vaccine on September 10 at the Vinh Phuc Province Maternity and Pediatrics Hospital, of which one case died after receiving the vaccine.
The Department of Preventive Medicine requested the Department of Health to direct relevant units to urgently conduct an investigation, convene a professional advisory council to assess the cause of serious adverse events during the use of vaccines to evaluate and conclude on this case; implement incident response activities and report according to regulations.

Review the entire vaccination process and handle post-vaccination reactions to rectify vaccination activities in the area and re-train staff participating in vaccination work in the area if necessary to ensure safe vaccination practices according to regulations.
Previously, on September 10, two one-day-old boys, vaccinated against hepatitis B at Vinh Phuc Province's Obstetrics and Pediatrics Hospital, showed unusual symptoms at noon. One child died, the other is being actively monitored at the National Children's Hospital and is now out of danger.
According to the leaders of the National Children's Hospital, after blood tests, doctors concluded that the cause was due to the baby having a fatty acid metabolism disorder. This is one of two types of congenital metabolic disorders caused by a rare gene.
In recent years, doctors at the National Children's Hospital have encountered about 10 deaths after hepatitis B vaccination, but the cause was not due to the vaccination. This is just a coincidence because hepatitis B vaccination is often given after birth and the symptoms of congenital metabolic disorders often worsen when the baby is breastfed for 1 day.
As reported by Nguoi Lao Dong Newspaper , on September 9, twin boys were born by cesarean section to mother D.TY, 32 years old (in Vinh Phuc province). The two boys weighed 2.9 kg and 3 kg respectively. After birth, the mother and the baby were completely healthy.
On the morning of September 10, the family had their two children vaccinated against hepatitis B at the hospital. After the injection, both children showed unusual symptoms, turning purple. One child later died and the other was in critical condition and was transferred to the National Children's Hospital (Hanoi) for emergency treatment.
The vaccine given to the two newborns is the hepatitis B vaccine in the Expanded Immunization Program. According to the recommendations of the Ministry of Health, the safest and most effective way to prevent hepatitis B virus infection and liver cancer is to vaccinate newborns with the hepatitis B vaccine. This vaccine is given within the first 24 hours after birth, which is the golden time to prevent the disease.
