The spacious facilities, meeting the teaching and learning needs of teachers and students of Tien Phong Secondary Boarding School (Da Bac), are proof of the right investment from the Project to stabilize the population in the Song Da Lake area.
Not flowing in a rush, that money flows to the ends of difficult places, bringing stability, connection and the desire for sustainable development. The investment project to upgrade infrastructure and stabilize the population in the Da River Lake area is quietly "healing" the large gaps in the resettlement journey. There, capital not only creates projects but also opens up the future.
Existing projects
113 billion VND is not a large number but carries the weight of a promise. A promise to move people out of temporary houses on the mountainside, away from landslides that are precariously located in the midst of rain and floods. A promise to rebuild a new, more solid and safer foundation for life.
From 2021 to the end of the first quarter of 2025, the public investment capital for the project to upgrade infrastructure and stabilize the population in the lake area has been disbursed a cumulative total of more than 113 billion VND. According to Mr. Nguyen Thanh Tuan, Vice Chairman of the People's Committee of Da Bac district, to date, 10/11 projects have been completed. The remaining project is the rural road in Mo Ne and Lau Bai hamlets (Vay Nua commune), which is being urgently constructed, although it has had to be extended three times due to forest land, unusual weather and changes in compensation policies.
The projects are spread across many communes: the head office and subject classrooms of Tien Phong Secondary School for Ethnic Minorities; community learning centers in Cao Son, Muong Chieng, Dong Chum communes; irrigation systems in Am hamlet and Moc hamlet (Nanh Nghe commune)... Each place has a project, but they all contribute to the common journey: keeping people on the old land, building trust in the future on the new land.
Population stabilization is not just about moving people to new places. More importantly, it is about creating a new life that is safer, more sustainable, and has the conditions for development. The infrastructure upgrade project in the Song Da Lake area has done that.
Each completed project is a new rural criterion marked. Inter-hamlet roads help communes achieve criterion number 2. Intra-field canal systems meet standards - criterion number 3 on irrigation. Spacious schools upgrade to criterion number 5. Cultural houses and community centers help complete criteria number 6 and 16.
Many communes in the resettlement areas such as Tien Phong, Nanh Nghe, and Dong Chum used to struggle when assessing the progress of new rural construction. Now, thanks to the project, the infrastructure "gaps" that have troubled the locality for many years have gradually been filled.
The population stabilization policy has not stopped at relocation but is doing the right thing: creating stable living conditions and development. Each completed project is a step to improve the quality of life, a solid foundation for communes to reach the new rural destination on schedule.
Barriers and how to overcome them
No journey of change is easy, especially in a place with fragmented terrain, harsh weather and complex policy intersections like the Song Da Lake area.
The biggest obstacle is forest land. Many projects are located in areas planned for three types of forests, requiring procedures to change land use purposes. This is a sensitive and time-consuming step. This problem has caused projects such as the Mo Ne - Lau Bai road (Vay Nua commune) to request an extension three times, extending the construction progress from 500 to 730 days.
In addition, the weather in Da Bac is not simply a disadvantage, but a real challenge. Storm No. 3 in 2024 lasted for a long time, causing landslides, slopes to slide, and changes in the ground level after the road was completed, forcing the measurement, adjustment, and alignment of the road from the beginning. Machinery could not access the construction site for nearly a month. Technical staff, contractors, and commune authorities had to stay on site day and night to find a way to turn things around.
The 2024 Land Law coming into effect also causes many sub-law documents to expire. For a short period, the project was stuck waiting for policy. It was only when the Provincial People's Committee issued Decision No. 45/2024/QD-UBND on continuing to use the old compensation unit price that the work flow was cleared.
But in that difficult time, the will of the entire local political system was clearly revealed. According to comrade Nguyen Thanh Tuan, Vice Chairman of the People's Committee of Da Bac district, the locality and the construction unit persistently proposed adjustments, closely followed the actual situation, found every way to maintain progress, and made efforts to complete before the rainy season.
There are roads that are opened despite many obstacles. There are projects that are completed thanks to the steadfastness of a vision: not to let people live in temporary housing for too long. That is when the policy is not only correct, but also implemented with real determination.
In the Song Da Lake area, every penny of capital is deployed without haste but in the right direction. A big project is not judged by the size of the budget, but by the depth of the revival. And here, revival is no longer a dream.
