Promoting the role of the province's economic locomotive, Hoa Binh City aims to increase state budget revenue in the area with synchronous solutions implemented from the beginning of the year. In particular, the top priority is the group of solutions to increase revenue from taxes, fees and land use fees (SDĐ) from important projects. As a result, the estimated state budget revenue by April 30, 2025 is 240.2 billion VND, equal to 48.8% of the estimate assigned by the Provincial People's Council, equal to 44.3% of the target assigned by the Resolution of the City People's Council. Of which, revenue from taxes and fees is estimated at 208.2 billion VND, equal to 47% of the provincial estimate and equal to 45.1% of the target assigned by the City People's Council; collection of land use fees is about 32 billion VND, equal to 64% of the provincial estimate and equal to 40% of the target assigned by the City People's Council. Along with efforts to carry out the task of collecting state budget revenue in the area, the city has been proactive in managing the state budget and implementing solutions to ensure budget sources to promptly carry out spending tasks, striving to complete many assigned tasks before the deadline to start implementing the 2-level government model.
Discussing solutions to increase state budget revenue from now until the end of June 2025, Comrade Pham Anh Quy, Chairman of the People's Committee of Hoa Binh City, mentioned the determination to accelerate the progress of public investment projects to increase land use fee revenue. The City People's Committee is investing in 26 projects using public investment capital in 2025 from the higher-level budget; the total capital plan assigned is about 442.3 billion VND. Regarding the city budget, the total public investment capital plan this year is about 517.6 billion VND, allocated to 96 projects. The City People's Committee actively urges to accelerate the progress of works and projects to increase the disbursement rate of public investment capital, especially key projects and projects with breakthrough characteristics in socio-economic development.
Like Hoa Binh City, the People's Committees of the districts are determined to "sprint" to carry out the task of collecting the state budget, because there is not much time left from now until the dissolution of the district-level administrative unit. At the meeting of the Steering Committee for urging the collection and payment of the provincial state budget held in early May 2025, the leaders of the People's Committees of the districts reported on the state budget collection situation in the area, highlighting the difficulties and proposing solutions to increase the revenue in the coming time, striving to reach the state budget collection level according to the assigned tasks by the end of June 2025. At the meeting, the districts were determined to increase the state budget revenue with the key solution being to improve the efficiency of land use fee collection from projects being implemented in the area. Kim Boi, Luong Son, and Lac Thuy districts focused on coordinating to speed up the implementation of procedures, in order to promptly organize the auction of state budget collection for the list of projects. The Provincial People's Committee has issued a decision on auctioning land use rights and approved the starting price for the auction. According to assigned functions and tasks, the People's Committees of districts and cities will actively coordinate to speed up the implementation of procedures in collecting land use fees from housing projects...
Identifying this as a feasible solution in the context of not much time left, the leaders of the Provincial People's Committee urged departments, branches, People's Committees of districts and cities to base on the list of projects in the land use fee collection plan for 2025, continue to implement administrative procedures, complete documents, strive to complete land allocation projects, auction land use fee collection on schedule, as a basis for tax authorities to promptly notify and urge to the State budget.
According to the analysis of the Provincial Steering Committee for State Budget Collection and Payment, in the first 4 months of this year, there were a number of factors that adversely affected the state budget collection situation. However, with efforts to implement appropriate groups of solutions, the state budget collection results in the province still achieved a higher growth rate than the same period last year by 56.8%. By April 30, the total state budget revenue was VND 2,740 billion, reaching 38.7% of the Provincial People's Council's estimate. Of which, export and import revenue was VND 134.4 billion (reaching 48%); domestic revenue was VND 2,605 billion (reaching 38.3%). Notably, tax and fee revenue (excluding land use fees) was VND 1,445 billion, up 35.3% over the same period; land use fees were VND 1,160 billion, up 95.6% over the same period. In the land use fee collection results, the provincial block implemented 1,060 billion VND, reaching 45.1% of the estimate assigned by the Provincial People's Council (2,350 billion VND); the district block implemented 100 billion VND, reaching only 18.3% of the estimate assigned by the Provincial People's Council (550 billion VND). Therefore, the Steering Committee urges the People's Committees of districts and cities to accelerate the progress of land use fee collection from now until the end of June 2025 to effectively contribute to completing the assigned state budget collection task.
Comrade Quach Tat Liem, Vice Chairman of the Provincial People's Committee, Head of the Steering Committee for urging the collection and payment of the provincial State budget, emphasized: There will be many challenges in the coming time, requiring departments, branches and localities to speed up the progress of work, actively urge the collection and payment of the State budget to complete the set plan. For districts and cities, because there is not much time left, it is required to speed up the implementation of the State budget collection task, striving to achieve the highest possible collection from now until the end of June 2025. In the current context, it is recommended that localities strengthen coordination to focus on collecting land use fees for projects where tax authorities have issued notices of land use fee payment but have not yet fully fulfilled their obligations to the State budget, projects for which the Provincial People's Committee has approved the starting price for land use rights auctions, and focus on accelerating the progress of public investment projects to increase State budget revenue in the first 6 months of the year... In particular, localities need to focus on effectively implementing tax management, promptly coordinating and implementing policies to support taxpayers to restore production and business, contributing to improving competitiveness, promoting business development to create sustainable revenue for the State budget.
