Consulting the people on amending the 2013 Constitution: Strengthening democracy, promoting digital transformation

As one of the pioneering localities in applying VNeID in state management and administrative reform, the province has quickly integrated this platform into the process of collecting public opinions on amending the Constitution. Accordingly, people can log in to the VNeID application on their smartphones to participate in online comments, select specific provisions in the draft that need feedback and send them directly to the relevant authorities. The provincial police have sent Document No. 1055, dated May 9, 2025, on participating in commenting on the draft amendment to the Constitution via the VNeID system to departments, branches, sectors, People's Committees of districts, cities, communes, wards and towns, requesting the implementation of a number of contents. In particular, ensuring that 100% of cadres, civil servants, public employees and workers contribute comments on the draft amendment and supplement of a number of articles of the 2013 Constitution on VNeID.

To implement this content, the units have actively deployed. Comrade Bui Van Hai, Director of the Branch of Hoa Binh Irrigation Works Exploitation Company Limited in Luong Son District shared: Using VNeID to contribute to amending and supplementing the 2013 Constitution helps reduce printing costs, save time for synthesis, and most importantly, create a convenient and transparent feedback channel. People can monitor whether their feedback is received or not, thereby increasing their confidence in their participation in the country's major decisions.

Implementing Plan No. 05, dated May 5, 2025 of the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution and Document No. 3883, dated May 6, 2025 of the Government Office , the People's Committee of Hoa Binh province issued Plan No. 112, dated May 9, 2025 on organizing the collection of opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the Socialist Republic of Vietnam. Accordingly, the Chairman of the Provincial People's Committee requested: The implementation of Central documents must be timely, serious, synchronous, unified and effective. Collecting opinions from the people, sectors and levels on the draft Resolution aims to promote the people's mastery, mobilize intelligence and enthusiasm and create high consensus and unity among the entire population in amending and supplementing the 2013 Constitution, ensuring that the Constitution accurately reflects the will and aspirations of the people.

According to the plan, the subjects to be consulted include all classes of people living, studying and working in the province; state agencies of the province and districts; Vietnam Fatherland Front Committees at all levels and member socio -political organizations of the Front, socio-political-professional organizations, socio-professional organizations, social organizations, enterprises, experts and scientists. The content of the consultation covers the entire draft Resolution amending and supplementing a number of articles of the 2013 Constitution. The forms of consultation are diverse, with direct comments in writing, email, conferences, seminars, talks and especially through the VNeID electronic identification application - a new point and high-tech application in the current period.

The plan also specifies the implementation tasks of departments, branches, districts and cities in the province. At the same time, Hoa Binh Newspaper and media agencies will organize multimedia propaganda, publish the draft content, and open a comment section. The time for collecting comments is from May 6 to May 28, 2025.

The proactive and active organization of collecting opinions from the people, sectors and levels on the draft Resolution amending and supplementing a number of articles of the 2013 Constitution of the province is not only a normal political activity, but also a vivid manifestation of people's power in the socialist rule of law state. It demonstrates the spirit of profound democracy and is a testament to the determination to innovate the method of social governance towards modernization and digitalization.
