The Government is finalizing to submit to the National Assembly a number of specific mechanisms and policies for the development of social housing, including the establishment of a National Housing Fund. This will be an opportunity for people, especially those with low incomes, to meet their housing needs. To provide more information to readers, SGGP reporters had an interview with Deputy Director of the Department of Housing and Real Estate Market Management ( Ministry of Construction ) Ha Quang Hung about this issue.

- REPORTER: In your opinion, what is the significance of establishing the National Housing Fund in the current context?

* Mr. HA QUANG HUNG: Despite many efforts, the progress of the project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" has not met expectations. According to reports from localities, from 2021 to March 2025, the whole country only had 66,755 completed apartments, reaching about 15.6% of the project's target by 2025. One of the important reasons for the scarcity of social housing supply is the lack of financial resources to support localities and enterprises in implementing social housing projects in a long-term and sustainable manner.

In the recent period, a number of local housing development funds have been put into operation, of which the housing development fund of Ho Chi Minh City has been operating quite effectively. However, these funds have encountered difficulties due to the lack of additional capital from the state budget. Meanwhile, other non-budgetary state financial funds do not prioritize supporting social housing. Enterprises mainly have to arrange capital themselves.

This has not yet demonstrated the role of the State as stated in the National Housing Development Strategy. Therefore, the establishment of the National Housing Fund is necessary to help resolve existing problems, create a stable and sustainable source of capital for social housing development, ensure social security, and create conditions for people to settle down.

- How does the fund plan to operate, sir?

* The Ministry of Construction is proposing to the Government to submit to the National Assembly the establishment of the National Housing Fund, a non-budgetary state financial fund established at the central and local levels. The fund's revenue is formed from the state budget, receiving voluntary support, contributions from domestic and foreign organizations and individuals, revenue from paying money equivalent to the value of the land fund invested in building technical infrastructure systems to build social housing according to the provisions of the law on housing, revenue from selling public housing and other legally mobilized sources. The main function of the fund is to invest in construction, create a social housing fund, housing for officials, civil servants, public employees and workers to rent or buy.

- Roadmap for establishing the National Housing Fund and what needs to be done to make this fund operate effectively and meet its set goals?

* The study on the establishment of the National Housing Fund has been approved in principle by competent authorities. However, in order for the fund to operate effectively, in line with its objectives, and to ensure strict compliance, avoiding loopholes, losses, and waste, it is necessary to study and stipulate in detail, including the reporting mechanism and regular monitoring of the fund's operations. This task will be stipulated by the Government in a Government decree after the resolution is passed by the National Assembly. In the coming time, the Ministry of Construction will continue to coordinate with the Ministry of Finance and relevant agencies to complete the draft decree to submit to the Government for consideration and promulgation.

- Besides the proposal to establish a National Housing Fund, what other notable points are there in the specific policy mechanism for social housing development?

* Currently, the implementation of social housing projects is still similar to commercial housing projects, leading to prolonged implementation time, making it difficult to achieve the goal of completing at least 1 million social housing units by 2030.

Therefore, this time, in addition to the content on the National Housing Fund, the Government also proposed to pilot a number of policies such as: approving investment policies and assigning investors to invest in social housing construction projects without using public investment capital without bidding. At the same time, a number of procedures will be cut down in the process of establishing, appraising, and approving detailed planning for social housing construction investment projects; procedures for investing in social housing construction; determining selling prices and rental prices for social housing. In particular, a number of policies will be issued on: conditions for enjoying social housing support policies; renting social housing from enterprises, cooperatives, state administrative agencies, and public service units; compensation, support, resettlement, investment in technical infrastructure systems, and creating land funds for social housing development. These are breakthrough mechanisms and policies, expected to help speed up the implementation of social housing projects in localities in the coming time.
