This initiative aims to encourage buyers to request invoices when purchasing goods and services, contributing to promoting civilized consumption habits, ensuring that all transactions are documented with legal invoices and receipts, and protecting the rights of buyers. Simultaneously, it encourages sellers and service providers to use electronic invoices with tax authority codes, enhancing transparency and fairness in the investment and business environment.

The lucky invoice selection program is closely supervised by a supervisory board, ensuring objectivity, transparency, and compliance with regulations. Accordingly, for each invoice issued by the seller, the buyer will have the opportunity to receive prizes from the program. According to the results of the invoice data review for the third quarter of 2025, from July 1st to September 30th, 2025, 85,776 valid invoices were included in the selection process.

At the event, Ms. Ngo Thi Kieu Thu, Deputy Director of the Department of Finance and Chairwoman of the program's supervisory board, selected 19 lucky invoices to receive prizes, including: 1 first prize; 3 second prizes; 5 third prizes; and 10 consolation prizes. The award ceremony will be organized by the City Tax Department, with the specific time as indicated in the invitation sent to the winning individuals and business households. Additionally, individuals and business households who are unable to attend the award ceremony can claim their prizes at the City Tax Department within 30 days from December 29, 2025.
