2 "abandoned" hospitals, Minister of Health said "this is not an easy task"

At a press conference held by the Ministry of Health on the afternoon of June 14, in response to a question about the two “trillion-dollar hospitals” Bach Mai Hospital and Viet Duc Hospital, branch 2 in Ha Nam, which are still abandoned after 9 years of construction, Minister of Health Dao Hong Lan said that as soon as she took up her position at the Ministry of Health, she invited the Prime Minister to visit the second branches of Bach Mai and Viet Duc Hospitals.

On that basis, the Prime Minister established a working group headed by the Minister of Health to resolve outstanding issues.

During the past time, the working group has reviewed all legal regulations, the current status of the implementation of these hospitals, and the implemented bidding packages. Up to now, the basic tasks for construction and installation have been achieved at a very high level, 80-90%.

However, according to the head of the health sector, during the implementation process, there are still problems in the payment process for these projects.

Bach Mai and Viet Duc Hospitals in Phu Ly City, Ha Nam Province with a total investment of more than 9,000 billion VND.

Currently, a working group consisting of members of the Ministry of Health, Ministry of Construction, Ministry of Planning and Investment, Ministry of Finance, and the Government Office has developed a plan to report to the Government to propose solutions to put these hospitals into use as quickly as possible. Among them, there are mechanisms that must be decided by the Government. This plan has been submitted to the Government.

On that basis, the Ministry of Health continues to actively advise on how to implement the task with the highest determination on how to resolve the difficulties with the aim of completing the second facility of the two hospitals soon to serve the people. Viet Duc and Bach Mai Hospitals are ready to receive these facilities.

"Currently, the plan to resolve the issue related to the second facility of Bach Mai Hospital and Viet Duc Hospital is being reported to the competent authorities for handling. This is not an easy task, there are some things that we do not have legal regulations for. Therefore, it is necessary to report to the competent authorities for handling according to regulations," said Ms. Lan.

The Minister of Health informed about the progress of the two hospitals Viet Duc and Bach Mai, branch 2 in Ha Nam.

According to Ms. Lan, earlier on the afternoon of June 13, Deputy Minister of Health Le Duc Luan met with his working group to review the contents related to the second facility of Bach Mai Hospital and Viet Duc Hospital in accordance with the Government's direction.

The Ministry of Health affirmed that the Ministry is resolutely directing and implementing contents related to the second facility of Bach Mai Hospital and Viet Duc Hospital.

Bach Mai Hospital 2 in Phu Ly City (Ha Nam) started construction at the end of 2014 and is expected to be completed in 2017 with a scale of 1,000 beds, with a total investment of up to 4,990 billion VND. The hospital is designed with one basement and six floors, with a total floor area of over 123,000 m2, serving about 5,000 visits/day.

In October 2018, the hospital inaugurated the examination area, and 5 months later, it began receiving patients for examination and treatment. However, in March 2020, the hospital announced that it would temporarily stop receiving patients. During the recent Covid-19 outbreak, this hospital was transformed into a field hospital for Covid-19 treatment in the Ha Nam area. After the epidemic subsided, the hospital returned to the "closed door" scene.

Viet Duc Hospital 2 also started construction at the end of 2014 and is expected to be completed in 2017 with a scale of 1,000 inpatient beds and a total construction floor area of over 125,000m2.

Bach Mai Hospital and Viet Duc Hospital 2 are invested by the Ministry of Health’s Key Health Project Management Board. By 2018, some items of the two projects had been completed, including the examination area. However, since then, both projects have been suspended and closed, with disbursement progress reaching only 55% and 57%.

These two facilities are expected to help people access high-quality medical services right in the Ha Nam area and neighboring provinces, reducing the burden on the main facilities of Viet Duc and Bach Mai hospitals in Hanoi. However, until now, it is not known when these two facilities will be able to operate and receive patients .
