2 former teachers on trial for leaking exam questions

The Hanoi People's Court recently issued a decision to bring to trial the case of abusing position and power while performing official duties, related to the leaking of 2021 high school exam questions.

The trial is scheduled to begin on June 29. The two defendants on trial for the same crime are Ms. Pham Thi My (60 years old) and Mr. Bui Van Sam (74 years old), both former teachers at Hanoi Pedagogical University. Ms. My is currently in detention and will have three defense lawyers at the upcoming trial; while Mr. Sam is subject to a preventive measure of being prohibited from leaving his place of residence.

In June 2022, both were prosecuted by the Ministry of Public Security's Security Investigation Agency to investigate a case showing signs of violations in the construction of a question bank and the creation of biology exam questions for the 2021 high school graduation exam.

Regarding this incident, Thanh Nien also reported that Mr. Phan Khac Nghe, Vice Principal of Ha Tinh Specialized High School, was accused of letting students review 85% of the content of the 2021 high school graduation exam.

After that, the Ministry of Education and Training decided to establish an interdisciplinary working group to verify. The working group has a detailed record of the incident. Accordingly, the evaluation of the questions in the 4 raw test codes exported from the computer selected by the biology test team showed that the questions in the 4 test codes were all the same in the order of the corresponding questions and were completely different from the questions in the 12 test codes that were not selected. This is unusual because if the test combination was randomly selected from the computer, this phenomenon could not have occurred.

Evaluating the number of duplicate and different questions between the selected rough test, the final approved test and Mr. Nghe's review content shows that the questions in the 4 selected rough test codes and the questions appearing in Mr. Nghe's review content have a large overlap.

Specifically, out of the total 40 questions of each selected rough test code, 39 questions overlap (accounting for 97.5%) with the questions in Mr. Nghe's review content. Of the 39 duplicated questions mentioned above, 37 questions overlap in all 4 test codes (accounting for 94.87%); question 81 only overlaps with test code 210; question 105 overlaps completely with test codes 210 and 212, and partially overlaps with test codes 211 and 213.

In particular, there is a question about ecological succession (question number 106 of the selected rough test) with all 4 test codes being questions outside the program with a graph format that has never been seen in the textbook. However, this question also appeared in Mr. Nghe's video.

Evaluating the questions in the 4 finalized test codes with the questions appearing in Mr. Nghe's review content shows that there is a great deal of overlap. Specifically, out of the total 40 questions of each finalized test code, 37 questions overlap, accounting for 92.5% with the questions in Mr. Nghe's review content.

Although the Ministry of Education and Training has provided information that it has "verified and clarified", the matter has been silent since the 2021 high school graduation exam until now. Meanwhile, the exam is still assessed by the Ministry of Education and Training as "successful" and "safe".

By the end of December 2021, a representative of the Internal Political Security Department of the Ministry of Public Security said that they coordinated with the Ministry of Education and Training to verify signs of leaking and leaking high school exam questions through review activities in Ha Tinh, and initially discovered violations.
