37.48% of the working-age workforce participates in social insurance

The industry has flexibly implemented many solutions to develop health insurance participants and achieved positive results with about 90.69 million participants (an increase of 4.43 million people compared to the same period in 2022).

On the afternoon of June 5, at a regular information session on social insurance, health insurance, and unemployment insurance (UI) in the second quarter of 2023, General Director of Vietnam Social Security Nguyen The Manh said that in the first 5 months of the year, the domestic economic situation faced many difficulties, which directly affected social security work as well as the operations of the entire industry. However, with the close coordination of all levels and sectors, the attention and direction of the National Assembly, the Government, and the Prime Minister, with the highest determination and efforts, Vietnam Social Security has overcome difficulties and challenges, completing the assigned targets and tasks.

General Director Nguyen The Manh said that in the first 5 months of the year, the work of collecting and developing social insurance, health insurance, and unemployment insurance participants reached and increased compared to the same period in 2022 with about 17.47 million people participating in social insurance, accounting for 37.48% of the working-age workforce, an increase of 2.7% over the same period in 2022.

In particular, the industry has flexibly implemented many solutions to develop health insurance participants and achieved positive results with about 90.69 million participants, an increase of 4.43 million people compared to the same period in 2022. This shows that health insurance coverage is sustainable, creating a premise for the industry to exceed the target set by the National Assembly and the Government of over 93% of the population participating in health insurance.

Although the number of people receiving social insurance benefits has increased, the settlement and payment of social insurance and unemployment insurance benefits and policies have always been fully and promptly ensured to each participant and beneficiary, thereby contributing to supporting and stabilizing the lives of workers, especially in the context of people's jobs and incomes facing many difficulties after the COVID-19 pandemic.

The Social Insurance sector has resolved over 26,000 pension and monthly social insurance benefit applications; nearly 548,000 people have received one-time social insurance benefits; resolved over 3.6 million people's sickness, maternity, convalescence and health recovery benefits. Coordinated with the Labor - Invalids and Social Affairs sector to resolve unemployment insurance benefits for over 376,000 people; of which 368,000 people received unemployment benefits and 7,995 people received vocational training support.

In addition, the industry has done a good job of resolving and paying benefits, ensuring health insurance benefits for 69.7 million people who have received health insurance examinations and treatments, with a total expenditure of VND 47,466 billion. In particular, Vietnam Social Security has closely coordinated with the Ministry of Health and the Ministry of Finance to resolve many problems in paying for health insurance examinations and treatments, ensuring the rights of health insurance patients and the operating costs of medical examination and treatment facilities.

Accordingly, the shortage of drugs at health insurance medical examination and treatment facilities and difficulties in using medical equipment and paying for technical services performed from these equipment have been basically resolved.

“In the first 5 months of the year, the number of health insurance examinations and treatments and the amount spent on health insurance examinations and treatments compared to the same period increased by over 30%. It is expected that by the end of the year, there will be more than 170 million health insurance examinations and treatments. The reason for this increase is that in 2022, due to the impact of the COVID-19 epidemic, many people did not go for medical examinations and treatments, making their condition worse. This number will accumulate in early 2023,” said General Director Nguyen The Manh.

Along with ensuring payment to beneficiaries, Vietnam Social Security also maintains the safety of social insurance and health insurance funds.

Regarding administrative procedure reform and information technology application, General Director Nguyen The Manh said that with the motto of taking people as the center of service, Vietnam Social Security always attaches importance to and prioritizes resources for this work. The industry regularly reviews and reduces unnecessary documents and procedures, creating maximum convenience for people and businesses when transacting with Social Security agencies; implementing comprehensive digital transformation. 100% of administrative procedures are provided with full online public services and integrated on the Vietnam Social Security Public Service Portal, gradually integrated on the National Public Service Portal, effectively implementing Project 06 of the Government; diversifying forms of receiving documents (online, directly, via public postal services) for the satisfaction of organizations and individuals participating in and benefiting from policies.

Information and communication work on social insurance and health insurance policies continues to be promoted, with innovation in content, form and method in the spirit of Resolution 28-NQ/TW of the Central Executive Committee on reforming insurance policies and Decision 1676/QD-TTg of the Prime Minister (approving the Project on comprehensive innovation of content, form and method of social insurance propaganda), contributing to creating unity in leadership and direction of social insurance and health insurance implementation at all levels and sectors; creating consensus in implementation and further strengthening people's trust and confidence in social insurance and health insurance policies; thereby clearly changing the awareness and actions of organizations and individuals about the role, responsibility as well as the purpose and significance of participating in social insurance and health insurance./.
