Vinh Phuc is a province located in the tropical monsoon climate zone, with the Tam Dao mountain range to the north and the Red River and Lo River to the southwest, creating a complex terrain with three characteristic climate zones.
Therefore, in recent years, the province has been affected by many types of natural disasters such as storms, tropical depressions, heavy rains, hail, droughts, thunderstorms, cold spells, forest fires, etc. In 2024, the province experienced two heavy rains, causing flooding in May and September.
To proactively respond to and minimize damage caused by natural disasters, the Provincial Party Committee and Provincial People's Committee have proactively developed and flexibly implemented response plans and options appropriate to the actual situation, shifting from passive response to proactive and timely prevention.
With the motto of "4 on-site" (on-site command; on-site forces; on-site means and materials; on-site logistics) and "3 ready" (proactive prevention; timely response; urgent and effective recovery), in recent years, the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue (PCTT&TKCN) has advised the Provincial People's Committee to develop a plan to forecast natural disaster situations, and at the same time, develop timely response plans.
The work of disseminating and popularizing knowledge, skills and legal regulations on PCTT&TKCN; drills, skills training and testing of disaster response readiness capacity are focused on, thereby contributing to raising awareness and skills of Party committees, authorities and people on disaster prevention and control, minimizing damage caused by natural disasters.
Every year, before the rainy season, the Provincial Steering Committee for Disaster Prevention and Search and Rescue directs departments, branches and localities to inspect the current status of irrigation works, dams and dykes in the area to have plans to repair and upgrade central and local dykes and irrigation works, ensuring safety during the rainy season. Prepare forces, means, equipment and materials on site to serve the work of disaster prevention and search and rescue, ensure timely response to incidents, and minimize damage to people and property.
With the proactive direction and leadership of Party committees and authorities at all levels in the province and the flexible application of the motto "4 on-site" and "3 ready", the work of preventing, combating and responding to natural disasters of localities, agencies and units in the province has been significantly improved.
In 2025, the weather situation is forecast to continue to develop complicatedly, with extreme weather events such as strong storms, prolonged heavy rains and droughts tending to increase due to the impact of climate change.
To proactively respond to weather developments and minimize damage caused by natural disasters, the Provincial Steering Committee for Natural Disaster Prevention and Control directs all levels, sectors and localities to strengthen propaganda on prevention, response and overcoming of consequences of natural disasters to agencies, units, businesses and people of all walks of life.
Organize training, drills, and improve professional capacity for teams directly involved in disaster prevention and control at all levels; integrate disaster prevention and control tasks into the province's planning, plans, and development strategies in the direction of combining multiple objectives, effectively and economically using resources.
Require units and localities to proactively develop response plans when natural disasters and floods occur, closely following the motto "4 on-site" and "3 ready".
Along with that, focus resources on upgrading and repairing key dikes; ensure the safety of irrigation dams; increase investment in improving capacity, facilities and equipment at standing agencies for natural disaster prevention and control at all levels; promote the application and development of science and technology in preventing, responding to and overcoming the consequences of natural disasters...
