The People's Committee of Ho Chi Minh City has just issued a Decision on rice prices used to calculate agricultural land use tax, applicable to organizations and individuals subject to this tax according to current regulations.
Accordingly, the price of rice for agricultural land use tax in Ho Chi Minh City is 8,200 VND/kg.
The Ho Chi Minh City People's Committee assigned the Tax Department of Region II to guide the implementation of this decision; at the same time, based on the actual situation and referring to the taxable rice prices of neighboring provinces and cities, to propose appropriate annual prices, send them to the Department of Finance for synthesis, and advise the People's Committee to consider and promulgate.

The Department of Finance is responsible for presiding over and coordinating with the Tax Department of Region II and relevant agencies to advise the People's Committee in case the price of rice on the market fluctuates sharply, leading to the tax collection price no longer being consistent with the provisions of Article 17 of the Law on Agricultural Land Use Tax 1993.
The Decision of the Ho Chi Minh City People's Committee takes effect from July 10, replacing Decision No. 14/2024/QD-UBND issued on March 20, 2024.
Previously, in Decision No. 14, the taxable rice price was set at VND7,600/kg. Thus, the newly issued decision has adjusted the taxable rice price up by VND600/kg compared to the old decision.
The taxable rice price is the conversion rate from rice to Vietnamese Dong, periodically issued by the People's Committees of provinces and cities to serve as the basis for calculating agricultural land use tax that people and organizations must pay to the State. This price helps convert the tax rate (in rice) into cash revenue, creating favorable conditions for budget collection.
According to the 2023 statistical yearbook, Ho Chi Minh City (old) alone has 16,015 hectares of rice-growing land. The three districts of Cu Chi, Hoc Mon and Binh Chanh (before the merger) alone account for nearly 15,600 hectares, equivalent to more than 97% of the total rice-growing land area of Ho Chi Minh City.
In the Prime Minister 's Decision approving the Ho Chi Minh City Planning for the 2021-2030 period, with a vision to 2050, the rice-growing land area will be 3,500 hectares out of the total area of more than 86,000 hectares of agricultural land in Ho Chi Minh City (old).
