The Party Committee of Vietnam National Coal - Mineral Industries Group held the 4th Congress of Delegates, term 2025-2030.
On the afternoon of July 17, the Party Committee of the Vietnam National Coal - Mineral Industries Group held its 4th Congress for the 2025-2030 term. Comrade Ho Duc Phoc, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister attended and directed the Congress.
Building TKV into a strong, fast-growing, sustainable state-owned economic group
During the 2020-2025 term, overcoming many difficulties due to fluctuations in the domestic and international situation, the Party Committee of the Group has promoted its comprehensive leadership role, completing most of the targets set out in the Resolution. Party building work has been focused on, in a disciplined and substantive manner; leadership methods have been innovated, ensuring the principle of democratic centralism, improving the effectiveness of Party supervision, inspection and discipline.
The Party Committee of the Group has affirmed its core role in ensuring national energy security. In the 2020-2025 period, domestic commercial coal production reached 198.4 million tons, equal to 104% of the target of the Resolution of the 3rd Congress; targets for alumina, electricity, and industrial explosives all met or exceeded the plan.
The 4th Congress identified the key directions: Continuing to innovate leadership methods, maintaining discipline and order, promoting the tradition of "Discipline and Unity", developing a strong and comprehensive Party organization; building TKV into a large and powerful state-owned economic group, operating according to market mechanisms, ensuring rapid and sustainable development.
In the 2025-2030 term, the Group strives to produce an average of 38.6 million tons of coal per year; alumina output of 6.5 million tons; electricity output of 53.75 billion kWh; and production of nearly 396,000 tons of explosives. Regarding Party building work, strive for 90% of grassroots Party organizations and Party members to fulfill their tasks well; admission of new Party members to increase by 3% or more compared to the total number of existing Party members.
Deputy Prime Minister Ho Duc Phoc affirmed that throughout its history of construction and development, TKV Group has continuously grown, becoming one of the 18 largest state-owned enterprises, the economic locomotive of the country, the pillar of energy security, macroeconomic stability and social security.
"New thinking, new methods, new spirit and new efficiency"
Speaking at the Congress, mentioning the proud history of the Vietnam Coal industry over the past 185 years, being a "red address", the cradle of the revolution, training many leaders and senior officials of the Party, typically General Secretary Nguyen Van Cu, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister Ho Duc Phoc affirmed that throughout the historical process of construction and development, the Vietnam National Coal - Mineral Industries Group (TKV) has continuously grown, is one of the 18 largest state-owned enterprises, is the economic locomotive of the country, the pillar of energy security, macroeconomic stability and social security.
Praising and congratulating the achievements of the Group's Party Committee in the past term, the Deputy Prime Minister cited a remarkable figure in 2021-2024, TKV contributed 95.2 trillion VND to the central budget (exceeding 11 trillion VND compared to the previous term). This is a great success, ensuring jobs for thousands of workers with an average salary of 18 million VND/person/month.
Deputy Prime Minister Ho Duc Phoc requested TKV Group to resolutely restructure, optimize resources, promote the application of science and technology, and digital transformation to make a breakthrough in development.
Agreeing with the contents developed by the Party Executive Committee of the Group to submit to the Congress, the Deputy Prime Minister assessed that the report had been prepared seriously, thoroughly, with a high sense of responsibility; suggested that in the coming term, the Group overcome shortcomings and limitations, have many initiatives and innovations, change management and production methods, create breakthroughs and development.
Referring to the world economic context and the requirements for domestic economic development in the coming time, Deputy Prime Minister Ho Duc Phoc said that the requirement for green transformation is also a challenge for the Group when green investment and clean investment have high investment rates, putting more burden on the Group.
The Deputy Prime Minister hopes that the Vietnam National Coal - Mineral Industries Group will strive to be the economic locomotive in the business sector to promote development.
According to the Deputy Prime Minister, in the past time, the Politburo has issued 4 Resolutions: 57, 59, 66, 68-NQ/TW, which are both breakthroughs and create momentum and foundation for development. The Government has submitted to the National Assembly for promulgation 28 laws, including the law that directly affects the Vietnam National Coal - Mineral Industries Group, the Law on Management and Investment of State Capital in Enterprises (Law No. 68/2025/QH15), opening up stronger autonomy for enterprises. The Deputy Prime Minister hopes that the Party Committee will direct the Group to implement strong breakthrough solutions to break through and accelerate.
Emphasizing a number of contents, the Deputy Prime Minister noted building a TKV Party Committee that is united, unified, clean and strong.
Resolutely restructure, optimize organizational model, streamline apparatus, attract high-quality human resources to master science and technology and increase labor productivity.
At the same time, the TKV Party Committee needs to direct the Group to apply high technology and strong digital transformation, only then can it ensure increased labor productivity, increased income for workers, and sustainable development.
The Congress elected the Party Executive Committee of the Group for the 2025-2030 term, consisting of 33 comrades who are qualified, capable, and courageous, meeting the requirements of leading the Group to successfully implement the goals set out in the Resolution.
The Deputy Prime Minister cited examples such as automation in mineral exploitation, application of AI, Bigdata, Blockchain, high technology, robots in mining, digital transformation in management and operations... these are tools to implement governance and management in the most effective way.
The Deputy Prime Minister emphasized that to exploit intelligently and optimize costs, it is necessary to change methods, apply machinery and high technology, such as using unmanned vehicles in mines and construction sites, using robots for drilling, shoveling, transporting, etc.
In addition, the Deputy Prime Minister suggested that the Group attract investment and joint ventures with leading enterprises in the world for deep processing; hoping and believing that in the new term, the TKV Party Committee will have "new thinking, new methods, new spirit and new efficiency".
With the spirit of solidarity, democracy, discipline and innovation, the Congress elected the Party Executive Committee of the Group for the 2025-2030 term, consisting of 33 comrades who are qualified, capable and courageous, meeting the requirements of leading the Group to successfully implement the goals set out in the Resolution.
According to the program, on the morning of July 18, the Congress will continue its working program with important contents, including: Electing the Delegation to attend the 1st Government Party Congress; discussing and approving the Report synthesizing comments on the draft documents of the 14th National Party Congress and the documents of the 1st Government Party Congress, term 2025 - 2030, along with a number of other important contents before closing./.
