80.8% of businesses choose to trust and expect in the third quarter of 2025

According to a survey by the General Statistics Office, the percentage of businesses assessing that business trends will improve or stabilize increased compared to the previous quarter, although they continued to request more synchronous administrative procedure reforms.

80.8% of businesses believe that the third quarter of 2025 will be positive and stable.

This is the result of a survey on business trends of enterprises in the processing and manufacturing industry in the second quarter of 2025 by the General Statistics Office ( Ministry of Finance ). This number is significantly higher than the survey in the first quarter of 2025.

Specifically, the General Statistics Office recorded that 35.7% of enterprises assessed the production and business situation in the second quarter of 2025 as better than in the first quarter of 2025. 43.0% of enterprises found the production and business situation stable and 21.3% of enterprises assessed it as difficult. In the previous survey, 71.2% of enterprises assessed the production and business situation as better and stable (24.1% improved and 47.1% remained stable). 28.8% of enterprises assessed it as more difficult.

Responding to questions about the forecast for the third quarter of 2025, 37.3% of businesses assessed that the trend would improve compared to the second quarter of 2025; 43.5% of businesses said that the production and business situation would be stable.

It should also be clarified that the total number of enterprises responding in the second quarter of 2025 survey is 6,071 enterprises in the processing and manufacturing industry (accounting for 95.9% of the sampled enterprises) and 6,026 enterprises in the construction industry (accounting for 96.6% of the sampled enterprises).

This trend is also being seen in business registration figures.

In June, the country had more than 24,400 newly established enterprises with a registered capital of nearly 176.8 trillion VND and a registered number of nearly 137,200 employees, an increase of 61.4% in the number of enterprises, 12.8% in registered capital and 39.8% in the number of employees compared to May 2025. Compared to the same period last year, the number of enterprises increased by 60.5%, the registered capital increased by 21.2% and the number of employees increased by 49.9%.

Also in June, 14,400 businesses returned to the market. Compared to the previous month, this number increased by 79.5%. Compared to the same period last year, the increase was 91.1%.

In the first six months of 2025, the whole country had 91,200 newly registered enterprises with a total registered capital of nearly 820,900 billion VND; 61,500 enterprises returned to operation.

The total number of newly established and resuming enterprises in the first six months of the year reached more than 152,700 enterprises, an increase of 26.5% over the same period in 2024. On average, nearly 25,500 enterprises were newly established and resuming operations per month.

Up to 19.2% of businesses still predict more difficulties.

In the first six months of this year, the number of enterprises temporarily suspending business was more than 80,800, up 13.3% over the same period last year; more than 34,000 enterprises temporarily suspended operations pending dissolution procedures, up 18.3%; more than 12,300 enterprises completed dissolution procedures, up 23.3%.

On average, nearly 21,200 businesses withdraw from the market each month.

The General Statistics Office's survey shows that in the second quarter of 2025, the biggest difficulty for enterprises in the processing and manufacturing industry is still finding and expanding output markets for products. Of which, 51.2% of enterprises face difficulties due to low domestic market demand; 50.1% of enterprises face difficulties due to increasing competition from domestic goods and 30.8% of enterprises face difficulties due to demand for goods in international markets that have not recovered as expected.

In particular, businesses' expectations for support policies from the State are still very high.

Specifically, 38.7% of businesses recommended that banks continue to reduce lending interest rates. Of these, the wood processing and manufacturing of products from wood, bamboo, and rattan (except beds, wardrobes, tables, and chairs) industry had the highest rate of businesses recommending a reduction in lending interest rates at 48.6%.

31.8% of enterprises recommended that the State take measures to stabilize prices of raw materials and energy, an increase of 3.5 percentage points compared to the first quarter of 2025.

"Regarding energy, businesses said that the continuous increase in electricity prices from October 2024 to present has affected production and business costs, increasing the burden on businesses," the General Statistics Office compiled opinions.

25.4% of businesses hope to have a stable supply of raw materials. 25.9% of businesses recommend the need for more synchronous administrative procedure reform.

Regarding the group of enterprises in the construction industry, the General Statistics Office said that the factor that most affects the production and business activities of enterprises in this industry is "high prices of raw materials " with 57.2% of enterprises stating this, an increase of 10.1 percentage points compared to the first quarter of 2025. This is the biggest difficulty that construction enterprises will face in the second quarter of 2025.

Ranked second is the factor of “no new construction contracts” with 42.3% of businesses stating this, down 8.4 percentage points compared to the first quarter of 2025.
