Promoting investment, increasing internal strength for growth

To achieve the growth target of 14% in 2025, Quang Ninh clearly identified the core task of renewing traditional growth drivers. In particular, focusing on promoting investment and implementing projects will be the decisive factor to successfully complete the growth plan. On the basis of reviewing, considering and focusing on resolving difficulties, investment activities in the province are being promoted.

Groundbreaking, launching a series of new projects

On August 19, on the occasion of the 80th anniversary of the successful August Revolution, Quang Ninh simultaneously started and launched 40 key and dynamic projects with a total investment of over 124,000 billion VND spread across all fields from transport infrastructure, industry, trade, services, urban areas, social housing, education , health care... This activity not only creates an exciting atmosphere, spreading the spirit of patriotic emulation, but also plays an important role in implementing the task and goal of promoting the growth of the construction industry, which is expected to contribute over 5% to the province's GRDP structure.

Typical of these are the route connecting National Highway 279 through the Love Bridge intersection to the Binh Minh Bridge approach road, the coastal route extending from Tran Quoc Nghien Street to National Highway 279 with a total investment of nearly 5,500 billion VND. These are two new traffic projects that are prioritized for investment, playing an important role in synchronizing technical infrastructure, developing the area around Cua Luc Bay, ensuring the goal of being a multi-polar connection center, in harmony with the World Natural Heritage of Ha Long Bay according to Decision No. 80/QD-TTg dated February 11, 2023 of the Government approving the Planning of Quang Ninh province for the period 2021-2030, with a vision to 2050. This is also an important task to gradually realize the goal of becoming a centrally-run city of the province.

Also in the field of transportation, not only focusing on investment in central areas, on this occasion, Quang Ninh has launched the project to renovate and upgrade National Highway 4B with a capital of 1,800 billion VND connecting Quang Ninh with Lang Son. The route will play an important role not only in connecting inter-regions but also connecting international border gates, enhancing cooperation in trade, tourism, national defense, and promoting the seaport system. Starting investment in upgrading Provincial Road 330 with a total investment of 1,250 billion VND to gradually synchronize the highland traffic infrastructure, shorten the distance connecting regions and areas and improve the lives and economy of people in the eastern part of the province.

Notably, a number of projects that are important economic drivers have also been launched, such as the High-end Complex Tourism Service Area Project in Van Don Economic Zone with a total capital of nearly VND 52,000 billion, approved by the Prime Minister in late June 2025. Up to now, Quang Ninh has selected investors. This will be a particularly important project, aiming to form a high-end entertainment resort complex, including hotels, villas, conference centers, shopping, sports, health care and international event organization in Van Don Economic Zone.

Similarly, the Monbay Van Don high-end resort and entertainment complex, golf course and residential area with a total investment of nearly 25,000 billion VND promises to become an international-class tourist highlight, contributing to enhancing the position of Quang Ninh on the Vietnam tourism map; The complex of commercial, service and apartment buildings in Bai Chay ward has a total capital of nearly 3,000 billion VND...

In the fields of health, education and social security, Quang Ninh has also initiated investment in expanding the Vietnam - Sweden Hospital, the Provincial General Hospital, the Maternity and Pediatrics Hospital, Bai Chay Hospital; social housing system, housing for industrial park workers, coal industry workers. At the same time, it continues to prioritize investment in industrial park infrastructure, expanding the coal industry production area such as building the Nam Mau coal preparation plant, exploiting the Ha Rang expanded mine, exploiting the Coc 6 - Deo Nai mine cluster... with a total investment capital of tens of thousands of billions of VND.

These are projects of special importance to the province, not only modern architectural works but also vivid evidence of the spirit of solidarity, aspiration to rise up, determination of the entire political system, business community and people of the whole province, joining hands and wholeheartedly building a rich and civilized Quang Ninh.

In addition, it is necessary to continue to gradually complete the synchronous traffic infrastructure; increase the capacity of medical examination and treatment to improve the quality of people's lives; add more high-class, leading tourism products in the Northern region; increase clean land funds to attract investment, promote the development of the province's key economic sectors... The projects clearly demonstrate the viewpoint of continuing to realize the innovative, creative thinking, drastic and pioneering actions of Quang Ninh with the country entering a new era of development.

Remove bottlenecks, clear capital flows

To start and launch a series of projects worth hundreds of thousands of billions of VND, creating a joyful and exciting atmosphere, encouraging the spirit of patriotic emulation on the occasion of the 80th anniversary of the successful August Revolution and National Day September 2nd, is a great determination and effort from Quang Ninh.

The province has focused on directing and thoroughly resolving difficulties for key and driving projects; requiring localities to accelerate site clearance work, resolve sources of earth filling materials... At the same time, innovate investment promotion work, instead of passively waiting for investors to come to them as before; organize work with a number of corporations, enterprises, and large investors to unify, coordinate, and resolve difficulties in investment implementation, propose new projects with long-term scale and vision based on the province's development orientations and plans.

Quang Ninh has also directed specialized departments and branches to apply guiding policies and mechanisms, implement investor selection, mobilize capital, ensure feasibility for investment attraction projects, and create favorable conditions for projects and works to be implemented simultaneously. In the first 8 months of 2025, the province approved and approved adjustments to 244 projects, with a total registered and adjusted investment capital of more than 190,000 billion VND.

Along with promoting investment in new key projects, the province has also prioritized resolving the backlog of stuck projects. Accordingly, public investment is identified as one of the most important driving forces to promote economic growth with the motto of taking public investment as the leader, activating social investment... Therefore, from the beginning of the year, the province has directed the implementation of capital allocation plans; developed monthly and quarterly disbursement plans for each project; assigned specific leaders to be responsible for monitoring the implementation progress and disbursement of each project. At the same time, review, classify and implement to completely resolve difficulties and obstacles, clear "bottlenecks", create all favorable conditions (procedures, processes...) to put all investment capital of the province in 2025 (expected to increase by 10%, reaching over 120,000 billion VND) into socio-economic development.

In order to promptly grasp and direct the acceleration of the implementation of projects contributing to the growth of the province, every month the Provincial People's Committee organizes regular reports on the situation of construction investment, investment attraction activities, production and business, and directs the removal of difficulties and obstacles. The province has also issued decisions on the set of unit prices for compensation for assets attached to land when the State recovers; requires localities to focus on accelerating site clearance work; resolving the source of earth filling materials...

The riverside road project connecting Ha Long - Hai Phong expressway to Dong Trieu area is being focused on speeding up progress.

Up to now, the province has promptly arranged areas for mining soil and waste rock from coal mines, sand mines, soil and rock as filling materials with reserves of up to tens of millions ^{of m3} . The province also allows many investment projects to construct works with large amounts of excess soil and rock to transport and fill for other projects in the area; organizes the temporary handover of some roads serving the soil transportation work to save transportation costs, speed up construction progress, and avoid investment waste.

With practical and specific solutions, the long-standing difficulties of many previous projects have been resolved and progress has been accelerated. The riverside road connecting Ha Long - Hai Phong expressway to Dong Trieu area has basically completed the main structure of 12/13 bridges; the road items have been arranged with fill soil, promptly resolving difficulties in site clearance, creating favorable conditions for contractors to focus on handling weak ground. Similarly, at the project to renovate and upgrade National Highway 279, after more than 1 year of slow construction due to lack of site clearance, progress is now being accelerated. Contractors are determined to complete the project in 2025, ensuring the disbursement target, contributing to the economic growth of the province.

In particular, on the occasion of the 80th anniversary of the successful August Revolution, the province inaugurated 11 works and projects with a total investment of over 11,500 billion VND. Of which, 5 projects used budget capital such as: Provincial Police Headquarters; Provincial Newspaper and Radio and Television Headquarters; Trong Diem Secondary School... 6 projects with non-budget capital are high-class tourism products, industrial park infrastructure serving the goal of increasing and promoting the development of the province's processing and manufacturing industry such as: Hilton Quang Hanh resort; InterContinental Residences Ha Long bay Resort; social housing in Ngan Bang hill residential area; Van Don industrial park...

New projects and works have created favorable conditions for provincial agencies to improve their operational capacity in the new period, catching up with the development trend in the digital transformation flow. At the same time, overcoming the existing infrastructure problems when having to operate in the headquarters combined from the old merged agencies that lacked synchronization, adding high-class, leading tourism products in the Northern region. This is an important driving force for the province to promote key economic sectors to accelerate development, meeting the expectations and trust from the Government, contributing to accompanying the country to achieve a growth rate of over 8% in 2025, an important premise to achieve double-digit growth from 2026 - the year of the 14th National Party Congress.
