On the afternoon of September 6, the Government Office held a regular Government press conference for August 2025. The press conference took place right after the regular Government meeting that morning, chaired by Prime Minister Pham Minh Chinh.

Informing reporters about the results of the Government meeting this morning, Minister and Head of the Government Office Tran Van Son, the Government spokesman, said that many international organizations continue to positively and optimistically assess Vietnam's economic situation and forecast that by 2025 Vietnam will be among the top countries with the highest growth in the region and the world.

Socio-economic development continues to be positive.

Minister and Head of the Government Office Tran Van Son said that this morning's Government meeting agreed that the socio-economic situation in August continued to have a positive trend; the first 8 months were better than the same period in 2024 in most areas.

Notably, the macro economy is basically stable, inflation is controlled, growth is promoted, and major balances of the economy are ensured.

Of which, import and export in 8 months reached nearly 598 billion USD, up 16.3% over the same period; trade surplus was nearly 14 billion USD. Industrial production in August increased by 8.9% over the same period, in which the manufacturing and processing industry maintained double-digit growth. Total retail sales of goods and consumer service revenue in August increased by 10.6% over the same period; 8 months increased by 9.4%, in which the average consumer price index (CPI) in 8 months increased by 3.25% over the same period.

State budget revenue in the first 8 months reached over 1.74 trillion VND, up 28.5% over the same period; while about 187.6 trillion VND in taxes, fees, and land rents were exempted, reduced, and extended.

Over the past 8 months, investment has achieved positive results, including public investment, private investment and foreign investment; business development continues to improve; tourism continues to recover strongly; in 8 months, it attracted 13.9 million international visitors, an increase of 21.7%.

The two-level local government generally operated smoothly; nearly 3,000 long-standing projects were focused on and resolved; administrative procedure reform was promoted. Cultural and social fields were focused on, and people's lives were improved. The rate of households assessing that their income increased and remained unchanged was 96.6%.

Social housing construction has been accelerated in the past 8 months. Political and social stability has been maintained; national defense and security have been maintained; social order and safety have been ensured; foreign affairs and international integration have been promoted; the country's prestige and position have been raised.

Promote growth, control inflation

However, at the Government meeting, delegates also noted that the pressure to direct and manage the macro economy is still great, especially in terms of interest rates, exchange rates, and inflation due to external fluctuations; production and business activities in some areas are still difficult.

The number of businesses ceasing operations is still large; traditional growth drivers have not met expectations; new growth drivers need time to become effective.

Meanwhile, the prices of gold, real estate and some essential goods have increased; smuggling, trade fraud, counterfeit goods and fake goods are still complicated; institutions and laws in some areas are still entangled; the implementation of two-level local government is still inadequate; the lives of a part of the population are still difficult; natural disasters and floods are complicated.

Faced with the above reality, Minister and Head of the Government Office Tran Van Son said at the Government meeting that the Prime Minister has requested ministries, branches and localities to continue to prioritize promoting growth in association with maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.

The Prime Minister requested to continue implementing proactive, flexible, timely, effective, tight and synchronous monetary and fiscal policies. In particular, monetary policy must control exchange rates and interest rates reasonably; control gold and USD prices; have tools to control credit flows, focus on production and business, and improve people's lives.

In particular, fiscal policy must focus on public investment; strive to disburse public investment capital to reach 100% of the plan; increase state budget revenue by 25% compared to the estimate in 2025; focus on renewing traditional growth drivers and strongly promoting new growth drivers; boost exports; strive to sign new FTAs ​​in 2025, especially with the GCC and Mercosur blocs.

The Prime Minister also requested drastic, timely and effective implementation of the Politburo's Resolutions, especially the "four pillars" and newly issued resolutions; urgently completing the Decree on the International Financial Center in Vietnam and building free trade zones.

Localities focus on removing difficulties and obstacles, effectively implementing the two-level local government model; in which, continuing to promote the work of reviewing and perfecting institutions, decentralization, delegation of power, digital transformation, assets, finance, land; focusing on removing difficulties and obstacles for long-standing projects.

Ministries, branches and localities need to focus on timely and more effectively implementing tasks and solutions on: Cultural and social development; environmental protection; proactively preventing and combating natural disasters, responding to climate change; preventing and combating smuggling, trade fraud, counterfeit goods, especially medicines and food; preventing corruption, waste, negativity...
