
Over the years, Vietnamese culture has achieved many important accomplishments, contributing to strengthening the spiritual foundation of society, nurturing national identity, raising the intellectual level of the people, and training human resources for national development. Movements to build a cultured way of life, preserve heritage, traditional art forms, and develop contemporary art have built a new culture that is both rich in national identity and relevant to the times, creating significant changes in social life and people's awareness.
However, compared to the requirements for rapid and sustainable national development, culture has not yet truly become an intrinsic strength and a key driving force. Several limitations persist, demanding continued and more comprehensive reforms. The national value system, cultural values, family values, and the standards of Vietnamese humanity have been slow to be established and concretized, resulting in a cultural and human foundation that has not yet created widespread influence and deep connections in social life.
Investment resources for culture are low and fragmented; the cultural industry and cultural services have not developed proportionally to their potential. The cultural market operates slowly, the cultural environment in some places is unhealthy, and manifestations of moral and lifestyle degradation still occur. State management of cultural, religious, and belief activities is inadequate and at times lax. Access to and enjoyment of cultural values still vary significantly between regions and social classes.
I hope that as we enter a new term, the Party and the State will consider cultural development as the central focus and spiritual foundation of society. Cultural policies must bring about real changes in thinking, mechanisms, resources, and methods. We must resolutely place people, with their qualities, intellect, and character, at the center of the national development strategy, so that culture, alongside education, becomes a driving force that spreads, guides, and elevates the nation in the new era.
