At the meeting, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that Hanoi is promoting investment in building smart cities. Therefore, the city wishes to learn and cooperate with Singapore in this field. Comrade Truong Viet Dung invited Mr. Edward Lim, Director of Block71 Startup Enterprise, National University of Singapore, to come to Hanoi in October to support the city in the planning process.
Mr. Jaya Ratman, Ambassador Extraordinary and Plenipotentiary of the Republic of Singapore to Vietnam, sent his congratulations to the people of Vietnam in general and Hanoi in particular on the occasion of the 80th anniversary of the August Revolution and National Day on September 2. The Ambassador clearly recognized Singapore's investment in Vietnam in recent times, especially in Hanoi, since the two countries upgraded their relationship to a comprehensive strategic partnership earlier this year. Mr. Jaya Ratman expressed his impression of Vietnam's strong application of technology, emphasizing that science, technology and innovation are areas in which the two countries can support each other.

Mr. Edward Lim, Director of Block71 Startup Enterprise, affirmed his commitment to working with Hanoi to build programs connecting startups, researchers, businesses and youth. Mr. Edward Lim expects long-term cooperation to make Hanoi a regional center for innovation and talent. He proposed and hoped that Hanoi would have specific support for this network when operating in Vietnam in general and Hanoi in particular. Mr. Edward Lim also said that the Block71 global network has supported more than 1,800 global startups, including more than 10 large "unicorns" and has raised more than 2 billion USD in venture capital. Block71 Vietnam is expected to become a key node, on par with Japan and Silicon Valley from 2025.
Agreeing with the support proposals from Block71, Vice Chairman of Hanoi People's Committee Truong Viet Dung said that Hanoi's Innovation Center is not only for Hanoi but also for the whole country. With his open-mindedness, comrade Truong Viet Dung hopes to have close cooperation from Block71, especially in the field of public services. Comrade Truong Viet Dung also hopes to have cooperation from the University of Science and Technology and other major universities in supporting Hanoi's Innovation Center.
Vice Chairman of Hanoi People's Committee Truong Viet Dung shared that Hanoi attracted 3.7 billion USD in foreign investment in the first 7 months of the year, and is expected to reach 4.5 billion USD by the end of 2025. Hanoi is proud to have many of the country's leading universities. Next year, Hanoi will start construction on 2 digital technology parks, along with focusing on developing Hoa Lac High-Tech Park and building smart urban investment here to support. Comrade Truong Viet Dung emphasized that to achieve double-digit growth, Hanoi must promote science, technology and innovation.
With his open-mindedness, the Vice Chairman of the Hanoi People's Committee hopes to soon sign a cooperation agreement with Block71 on issues of promoting science, technology and innovation, possibly as early as next October. Comrade Truong Viet Dung once again affirmed that the Hanoi Innovation Center is a place to connect domestically and internationally.
At the meeting, experts also expressed their views on accompanying Hanoi in promoting science, technology and innovation in the capital. With a large human resource, universities hope to participate more deeply to bring science and technology ideas into life.
