80% of vocational school students want to study high school culture: Proposal to allow teaching right at school

Most vocational school students want to study high school culture to take the graduation exam, but currently vocational education institutions are not allowed to teach on their own but must cooperate with the Continuing Education Center. Many experts propose to "open up the rights" for vocational schools, helping students to have both professional skills and cultural standards.

On August 15, the seminar "Removing institutional shortcomings and obstacles in organizing cultural teaching in vocational training schools" organized by Vietnam Lawyers Magazine attracted the attention of vocational training institutions and policy makers in the context of the Law on Vocational Education being amended.

According to a survey, 80% of vocational school students need to study high school culture to take the graduation exam. However, vocational education institutions are not allowed to organize the teaching of high school culture programs in the regular education system. They must cooperate with continuing education centers (GDTX) according to regulations.

According to Dr. Ho Van Dam, Principal of the Vietnam - Korea Industrial Technical College, in the vocational education system in Vietnam, organizing general cultural education for intermediate level students with junior high school graduation level is an essential requirement to ensure that learners have both professional skills and cultural standards.

Therefore, Dr. Ho Van Dam proposed to allow vocational education institutions to organize the teaching of high school cultural knowledge (7 continuing education cultural subjects). Allow the construction of a teaching program for high school cultural knowledge in a flexible manner, with more application, in line with the purpose of basic knowledge for vocational education. Along with that, it is necessary to build appropriate teaching materials and curriculum, with appropriate remuneration policies.

Associate Professor, Dr. Mac Van Tien, Director of the Institute for Development of Vocational Education and Social Security (Vietnam Association of Vocational Education and Social Work), said that it is necessary to synchronize legal regulations. Accordingly, in order to equip high school knowledge for learners studying in vocational schools to be practical, in terms of law, it is necessary to unify and synchronize relevant regulations in laws such as: Law on Education, Law on Higher Education, Law on Vocational Education, and even regulations in the Law on Employment.

Accordingly, vocational schools should be allowed to teach general knowledge, provided they meet requirements on teachers, facilities, etc.

Associate Professor, Dr. Le Anh Tuan, Deputy Director of the Department of Science , Technology, Training and Environment, Ministry of Culture, Sports and Tourism analyzed some difficulties and shortcomings that still exist in vocational schools and Continuing Education Centers today. Accordingly, currently, Continuing Education Centers are still small in scale, so there are still many difficulties in opening classes.

However, if cultural schools are not opened, it will affect lifelong learning. Therefore, Mr. Tuan believes that it is necessary to integrate cultural subjects in schools. In addition, enrollment is still difficult, especially for specific subjects such as traditional music, choir, etc. "The above difficulties also partly affect the psychology of students," Mr. Tuan shared.

Associate Professor Dr. Le Anh Tuan believes that it is necessary to continue to improve art training to improve students' talents, qualifications, and skills. Specifically, if qualified, schools will be licensed to open gifted, art, and sports subjects. This is an open mechanism for vocational schools.

“Hopefully in the coming time, many policies and regulations will be amended and supplemented to perfect the law and remove the above obstacles,” said Associate Professor, Dr. Le Anh Tuan.

Meanwhile, Associate Professor Dr. Bui Hoai Son, a full-time member of the National Assembly's Committee on Culture and Society, said that with the spirit of taking the interests of learners as the center, the issues discussed were very necessary. In fact, regulations on education and vocational training are still inadequate and need more recommendations to resolve them.

Associate Professor, Dr. Bui Hoai Son said that the units need to send documents to the National Assembly's Committee on Culture and Education for consideration and make recommendations to the National Assembly Standing Committee to resolve the above-mentioned problems in the National Assembly session next October.
