80 years of Vietnamese Culture Outline: Origin and development motivation

(Chinhphu.vn) - The workshop "80 years of the Outline on Vietnamese Culture - Origin and development motivation" is part of a series of activities celebrating the 80th anniversary of the birth of the Outline on Vietnamese Culture (1943-2023) held today (February 27) at the International Conference Center 11 Le Hong Phong, Hanoi with the aim of affirming and promoting the core values of a historical document - the Outline on Vietnamese culture, studying the process of applying the Party's cultural guidelines and the practice of the struggle for national liberation, protection and construction of the country; summarizing the achievements and development of Vietnamese culture.

The national scientific conference "80 years of the Cultural Outline on Vietnam - Origin and development motivation" was jointly organized by 4 agencies: the Central Propaganda Department, the Ministry of Culture, Sports and Tourism, the Central Theoretical Council and the Ho Chi Minh National Academy of Politics in Hanoi. The conference took place in a combined form of direct with the presence of about 250 delegates and online with the bridge in 63 provinces and cities.

The workshop was attended by comrades: Vo Van Thuong - Politburo member, Standing member of the Party Central Committee Secretariat; Nguyen Xuan Thang - Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council; Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Tran Hong Ha, Party Central Committee member, Deputy Prime Minister; Nguyen Van Hung - Party Central Committee member, Minister of Culture, Sports and Tourism; Nguyen Manh Hung - Party Central Committee member, Minister of Information and Communications ; Doan Minh Huan - Party Central Committee member, Editor-in-Chief of the Communist Magazine.

In addition, the Workshop was also attended by scientists and experts from research institutes, academies, universities and political, social and professional organizations.

The workshop focused on two main contents: Theoretical and practical values of the Outline on Vietnamese culture; Vietnamese culture - Spiritual foundation, driving force for national development in the new period.

The Organizing Committee received 1 central report and 175 discussion reports from agencies, organizations, individual managers, scientists and people directly working in cultural and artistic work nationwide.

In his opening speech at the Workshop, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council emphasized that the Outline on culture has   affirming the special importance of the task of building a new culture in the entire revolutionary cause of Vietnam, with the correct understanding that: The leadership of the Party in the cultural field is both a political necessity and an objective necessity. The revolution that wants to successfully build a new culture must definitely be led by the vanguard Party. On the other hand, only by leading the cultural movement can the Party spread revolutionary ideas, creating a profound influence in society. The building of a new culture must be closely linked to the national liberation revolution and the cause of building a socialist regime. The work of social reform, eliminating the old and backward, aiming to build a new and superior social regime will only be completed when a new culture is formed: "socialist culture".

"The more we realize the important meaning and correctness of the arguments, principles and guidelines of the Outline, the more we see the need to inherit and promote the positive and good values of national culture, while promoting exchanges, acculturation and selectively absorbing the quintessence of human culture, affirming the identity and mettle of the nation in the process of international integration," said comrade Nguyen Xuan Thang.

With the origin from the original   Outline of Vietnamese culture on building a new culture and the aspiration to revive and develop Vietnamese culture, at this conference, comrade Nguyen Xuan Thang suggested that scientists and delegates focus on discussing and deepening the following main issues:

Firstly, affirming the scientific significance, historical stature and lasting values of the Outline on Vietnamese culture in the revolutionary cause of the Party and the nation. In particular, both in theory and practice, it is necessary to focus on explaining the content and methods to inherit and promote the value of the Outline.   on Vietnamese culture in the cause of building and comprehensively developing Vietnamese culture and people in the spirit of the 13th National Party Congress Documents, steadfast in goals and principles, flexible in solutions and methods. On the basis of summarizing the practice of nearly 40 years of implementing the Renovation process , especially the practice of developing the country's culture, continue to research, supplement and perfect the theory of developing culture and new people in the theory of the Renovation policy of our Party; build and deploy the value system of an advanced Vietnamese culture, imbued with national identity, associated with the characteristics: Nationality, democracy, humanity and science, meeting the urgent requirements and demands of the new context, new development foundation and new awareness.

Second, continue to innovate thinking, raise awareness of the role of culture in development. We must face the reality that, at times and in many places, culture has not been placed in the right position, not really worthy of its position in socio-economic development strategies and plans. There has even been a distorted notion that: Preserving and developing culture requires large investment resources but does not bring high economic efficiency. From the dialectical perspective on culture of the Outline together with the Party's new policies and guidelines, we are more aware of the role and contribution of achievements in cultural development; that investment in culture is also investment in development; On that basis, develop strategies, plans, projects and development projects to ensure comprehensiveness, synchronization and comprehensiveness in all areas: Economy, politics, culture, society and environment, with priority given to the responsibility of preserving and conserving the country's natural and cultural heritages .

Third, perfecting institutions, laws and policies to create an environment for cultural activities and mobilize resources for cultural and human development.   Those   new ideas   of the Outline is a source of encouragement and motivation for us in our efforts.   Develop and promulgate new regulations, policies and management models to promote the positive and healthy development of cultural and artistic activities, in accordance with the conditions of applying science and technology and innovation; synchronously develop all aspects of national culture, such as: political culture, business culture and business ethics, behavioral culture in society and family. In particular, there is more determination to make breakthroughs to remove bottlenecks and obstacles in mobilizing and allocating resources from both the State and society, especially in decentralization, delegation of authority, public-private partnership mechanisms, encouraging businesses and people to participate in preserving and developing culture and art... overcoming the situation of scattered, small and prolonged investment; develop and effectively organize the implementation of programs, plans and projects for cultural and human development in the coming period.

Fourth, take care to build a team of cultural workers with qualities and professional capacity commensurate with the requirements and tasks of the new situation .   The outline of Vietnamese culture has shown the importance of building a team of cultural cadres with heart, vision, and responsibility in opening up and paving the way for the development of the country's culture. Along with the requirements for training, fostering, and improving skills and expertise, the team of people working in cultural work needs to be respected, encouraged, motivated, rewarded, and honored, and an open and flexible mechanism for recruitment and salary should be built, creating conditions for this team to promote their talents, creativity, and dedication to the cause of cultural and human development.

Fifth, promote the development of cultural industries and cultural markets . This is an urgent requirement in the new development context of the country. There needs to be synchronous mechanisms and policies from developing high-quality human resources, focusing on investment not only in technical infrastructure such as transportation infrastructure, digital infrastructure, but also paying special attention to cultural and social infrastructure, enhancing the promotion of national image and brand. Perfecting institutions, promoting the role of market mechanisms in mobilizing and allocating resources reasonably and effectively for cultural development. Handling well the relationship between the State, the market and society in cultural development. Paying comprehensive attention to the management subject, the creative subject, the practice subject, the cultural dissemination subject, along with promoting the role of the people as the center of cultural creation and enjoyment.
