On the morning of March 14th, within the framework of the International Conference on AI and Semiconductors (AISC), the policy forum "Vietnam Proactively Developing the Semiconductor and Artificial Intelligence Industry in the New Era" was officially held at the National Innovation Center (NIC) in Hoa Lac High-Tech Park ( Hanoi ).
The forum attracted over 1,000 delegates, including leaders and senior technology experts from companies such as Meta, NVIDIA, IBM, Intel, TSMC, Tokyo Electron, Marvell, and many businesses from the United States, China, South Korea, France, and Vietnam.
Here, businesses come together to discuss the development directions, opportunities, and challenges of the global semiconductor and artificial intelligence (AI) industries, and propose development directions for these technology fields in Vietnam.
Notably, the event brought together many Vietnamese experts, chief engineers, and chief architects abroad, as well as members of the Vietnam Innovation Network, currently working at major global technology corporations in the fields of artificial intelligence and semiconductors, such as Mr. Loi Nguyen, Senior Vice President, Marvell Corporation; Mr. Le Viet Quoc, co-founder of Google Brain...
In his keynote address at the conference, Prime Minister Pham Minh Chinh emphasized: "We consider AI and semiconductors to be a golden opportunity for Vietnam to attract significant intellectual and investment resources, making Vietnam a technology hub and destination for the region and the world."

According to the head of government, based on the consensus of experts, the support and readiness of businesses, partners, and the semiconductor and artificial intelligence ecosystem in Vietnam and globally, I propose that we all work together to realize Vietnam's great aspirations and goals.
"To make Vietnam a promising new land on the global semiconductor and artificial intelligence industry value chain map, and to make Vietnam a new, friendly, and reliable home for global semiconductor and artificial intelligence corporations," the Prime Minister expressed his expectations.
Amidst the booming digital revolution, which is reshaping every aspect of the global economy, Vietnam aims to proactively develop its semiconductor and AI industries to keep pace with global technological trends, enable Vietnamese businesses to access new technologies, gradually achieve technological self-reliance, and contribute to enhancing competitiveness.
At the same time, it affirms Vietnam's position as a potential destination for science, technology, and innovation worldwide.
Suggestions to help Vietnam assert its position on the technology map.
At the Forum, leading experts from around the world offered important suggestions and recommendations to help Vietnam gradually assert its position on the global technology map.
Christopher Nguyen, CEO and founder of Aitomatic, shared his insights on the compatibility of Vietnam's semiconductor and artificial intelligence industry development trends with global trends.
He analyzed the key factors that help Vietnam leverage advanced technology platforms, thereby increasing its competitiveness on the international stage, and affirmed that technological self-reliance is the key to the strong development of Vietnam's digital economy.
Ms. Nguyen Thi Bich Yen from Soitec, in her presentation on "Advanced Microchip Packaging Technology," emphasized that breakthroughs in current chip manufacturing processes are not only reshaping the global semiconductor industry but also opening up strategic opportunities for Vietnamese businesses.

FPT's steps and roadmap demonstrate the company's strong determination and significant resources in contributing to a more complete semiconductor and AI ecosystem for Vietnam.
At the Forum, the National Innovation Center and relevant partners will announce initiatives for Vietnam to master semiconductor and artificial intelligence technologies, including:
The human resource development initiative, in which NIC will collaborate with Keysight Group and other partners to invest in training and building a team of high-quality experts and engineers in the semiconductor and AI fields, will not only meet domestic needs but also reach international standards.
The initiative supports startups through direct collaboration with NIC, aiming to create the most favorable conditions for semiconductor startups to access resources, technology, and markets, thereby building a sustainable ecosystem and fostering innovation.
This initiative aims to encourage Vietnamese businesses to participate in the global AI alliance, connecting them with leading global technology corporations, keeping them updated on cutting-edge trends, and enhancing the nation's standing in the field of AI.
The effective implementation of these initiatives will lay a solid foundation for Vietnam to master core technologies, boost innovation, and promote the development of the digital economy.

This is not just an opportunity, but also a strategic step for Vietnam to assert its position on the global technology map.
Following the success of the Vietnam Innovation Challenge Program in 2023 and 2024, under the direction of Deputy Prime Minister Nguyen Chi Dung, today's Forum also marks the official announcement of the 2025 program.
The program was recognized by the White House website as a prime example of the relationship between Vietnam and the United States in the field of innovation and high technology, coinciding with the two countries upgrading their relationship to a Comprehensive Strategic Partnership.
Notably, this is also the third consecutive time the Program has had the honor of receiving direct attention and encouragement from Prime Minister Pham Minh Chinh.
The Vietnam Innovation Challenge 2025 program, themed "Building an open-source Vietnamese database for AI research, development, and application - ViGen," is chaired by the National Innovation Center, in collaboration with Meta Group, Nvidia Group, AI for Vietnam, and the Vietnam Academy of Science and Technology.

The seminar "Proposing Solutions for Vietnam to Proactively Develop the Semiconductor and Artificial Intelligence Industry" created a vibrant exchange space, with the participation of experts and chief architects in the semiconductor and artificial intelligence fields: Mr. Loi Nguyen (Senior Vice President, Marvell Group), and Mr. Young-Sup Joo (former Minister of Small and Medium Enterprises of South Korea).
Through this, experts have jointly proposed innovative solutions and outlined a strategic development roadmap for the semiconductor and AI industries, contributing to making Vietnam a leading technology hub in the region.
The government's commitment to a self-reliant digital future.
Vietnam is currently one of the fastest-growing digital economies in Southeast Asia, possessing a strategic geopolitical position, a large and tech-savvy young workforce, and increasingly modern infrastructure, attracting more and more large global technology corporations, especially in the semiconductor and artificial intelligence sectors.
The policy forum "Vietnam Proactively Developing the Semiconductor and Artificial Intelligence Industry in the New Era" is part of a series of programs in which the National Innovation Center participates as a co-organizer to realize the task assigned in Government Resolution No. 03, which promulgates the Government's Action Program to implement Politburo Resolution No. 57.
Through the Policy Forum: "Vietnam Proactively Developing the Semiconductor and Artificial Intelligence Industry in the New Era," Vietnam aims for a new position on the international stage, opening up opportunities for strategic cooperation, creating a solid foundation for digital transformation, grasping and mastering technology, and achieving the goal of rapid and sustainable development in the coming period.
This is an important step for scientists and international partners to collaborate with Vietnamese partners to create a new era for Vietnam's digital economy.
With close coordination between the government and businesses, Vietnam has a great opportunity to promote cooperation in innovation and enter the global value chain with a new position.
