General Hoang Van Thai (1915-1986), real name Hoang Van Xiem, was born in Thai Binh . He is known as the first Chief of the General Staff of the Vietnam People's Army.
Having experienced two national resistance wars, with his rare military talent, General Hoang Van Thai became an excellent military commander and one of the most influential generals in the formation and development of the Vietnam People's Army.

In 1944, Mr. Hoang Van Thai became one of the first 34 members of the Vietnam Propaganda Liberation Army. When the August Revolution of 1945 succeeded, President Ho Chi Minh assigned him the task of establishing and building the General Staff and holding the position of Chief of the General Staff of the Vietnam People's Army. At that time, he was 30 years old.
During the resistance war against French colonialism, in addition to his responsibility as Chief of the General Staff, he also directly served as Chief of Staff and Party Committee member of major campaigns such as: Border, Midland, Route 18, Ha - Nam - Ninh, Hoa Binh, Northwest, Upper Laos.

Comrade Hoang Van Thai was a person who loved music very much. Although revolutionary work was extremely difficult and arduous, he still spent time studying on his own, so he had knowledge of music theory.
In 1944, following President Ho Chi Minh's directive on the establishment of the Vietnam Propaganda Liberation Army, comrade Hoang Van Thai was one of 34 people summoned to participate in the establishment of the team. Comrade Vo Nguyen Giap saw the need for a theme song for the team, so he assigned this task to comrade Hoang Van Thai.
Few people know that General Hoang Van Thai wrote this song in just one night. The song “Waving the Flag to the South” was later used popularly during the August Revolution as well as the 1945-1946 Southward Movement. From 1960-1975, the song was used as the theme song of the Vietnam People’s Army Radio Program of the Voice of Vietnam.
