Housing for the poor in Xuan Dai

Along with the whole country, at this time, Xuan Dai commune is racing against time to complete the goal of eliminating 352 temporary and dilapidated houses for people with meritorious services, poor households, and near-poor households. The commune has mobilized the participation of the entire political system, with the determination to complete 100% of the houses according to the set plan so that households can soon live in new, spacious, warm and affectionate houses.

The house of Ms. Dinh Thi Phuong in Coi hamlet was completed with support from officers and soldiers of the Provincial Military Command.

On an August afternoon, a sudden torrential rainstorm hit the newly built house of Ms. Dinh Thi Phuong's family in Coi hamlet, Xuan Dai commune. The sound of the rain seemed to be more bustling as it poured down on the new corrugated iron roof, blending with the joy of the homeowner. Ms. Phuong is 43 years old this year, married at the age of 18, since the day she became a daughter-in-law, her family's life has always been difficult and struggling. The fields and gardens are small, she herself is often sick, and then her husband passed away, so her income is unstable, and poverty continues to cling to her. The old house has become dilapidated over time, leaking when it rains and hot when it is sunny.

She said: Every time heavy rains come, the ground gets soaked, the roof leaks, and the wind blows, making the family of 6 people and 4 generations living together feel scared. This rainy season, her family no longer has to worry about the house leaking and the walls falling. With the support of 60 million VND from the State, a loan of 40 million VND from the Social Policy Bank, and the support of relatives, she has built a level 4 house with an area of about 60 square meters, covered above and below, enough for a family of 6 to live comfortably. Now that they have a new house, everyone in the family is happy. With a stable place to live, she said she will try to teach her children to do business so that they will no longer be poor.

Like the family of Ms. Dinh Thi Phuong, the joy of settling down also came to the family of Mr. Ha Van Guong, born in 1979, in Xuan 1 area, a poor household, taking care of a sick old mother and young children, living in a makeshift thatched house without the conditions to build a solid house. Mr. Guong said that there was a night when it rained so hard that water overflowed into the bed, looking at the scene of his old mother huddled together, he was afraid that the house would collapse at any moment. He himself worked hard all year round but only had enough to eat, so without the support of the State, he would never dare to think about building a house... These are two of hundreds of stories like that of poor and near-poor households living in temporary houses, dilapidated houses, with many deprivations in Xuan Dai commune, whose dream of a solid roof has come true. The program to eliminate temporary and dilapidated houses for poor households launched by the Prime Minister has been implemented nationwide in general and in Xuan Dai commune in remote areas, ethnic minority areas in particular, and has been providing people with difficult housing situations with a "settled home" to "settle down".

Xuan Dai is a mountainous commune with a large ethnic minority population and is the commune with the largest number of temporary house demolitions in the province. Up to now, the whole commune has 352 houses that have started construction and repair; of which 286 new houses have been built and 66 houses have been repaired. Although the complicated weather from the beginning of July until now has affected the construction progress of households; in that area, construction prices have increased, and there is a shortage of workers because households started construction at the same time. Because the demolition of temporary and dilapidated houses is mainly for poor and near-poor households, it is difficult to match the construction work to complete items such as doors, toilets, yards, etc.

Mr. Ha Van Guong's house in Xuan 1 area has been completed and put into use .

Comrade Ha Ngoc Bay - Chairman of Xuan Dai Commune People's Committee said: "The commune directs the areas to take advantage of the sunny weather to speed up the construction progress; flexibly arrange human resources, and transfer them to other places to support when they are finished. The goal is to complete the entire project according to the set plan". The commune People's Committee has sent an official dispatch to the Provincial Military Command to arrange forces to support households in building houses; Phu Tho Electricity Company and Thanh Son Area Electricity Management Team support the installation of electricity connections for households with stable housing to escape poverty.

The program is implemented synchronously with the spirit of clear people, clear work, responsibility, time and clear results. The progress of the program is updated daily and weekly; any difficulties and problems arising are promptly resolved at the facility. Up to this point, 100% of the basic houses have been completed, mainly some items will be completed in the coming time such as: Saw, yard, auxiliary works and kitchen.

Joining hands for the goal of settling down the people, the Program to eliminate temporary and dilapidated houses in Xuan Dai does not stop at numbers, but also lights up faith, sows hope for a stable and prosperous life right on the homeland. This is also a testament to the deep concern and care of the Party, the State and the whole community for people with difficult housing circumstances, especially those with meritorious services, ethnic minorities and mountainous areas.
