Accordingly, the ID card exchange applies to citizens whose ID cards are still valid, and the card is still printed according to the old administrative unit, while the place of residence and administrative unit have changed due to arrangement and adjustment.

People can do it online on the VNeID application and have a level 2 identification account.

For online implementation on the VNeID application, the fee will be waived when choosing the correct reason “due to administrative unit arrangement/adjustment”. In addition, it is also possible to make a flexible appointment; track the status; receive results at the competent authority or by post.

Three steps to change ID card on VNeID:

1. People access the public service Identity Card → issue and change → select the reason "due to administrative unit arrangement/adjustment".

2. Check information → choose place of implementation and form of receipt → send documents.

3. Track request history → schedule collection (if any).

Result: The new ID card has updated administrative units.

Processing time is 7 working days from receipt of valid documents.
