According to Resolution No. 60 dated April 12, 2025, of the 11th Conference of the Central Committee of the 13th Party Congress, Bac Giang province will merge with Bac Ninh province into a single provincial-level administrative unit, named Bac Ninh province; the political and administrative center will be located in the current Bac Giang province. Regarding the commune level, Bac Giang province is developing a draft plan to reorganize from 192 units down to 58 units (including 13 wards and 45 communes).

Following the directives of the Central Committee, the Provincial Party Standing Committee established a Steering Committee for the reorganization of administrative units at all levels in Bac Giang province, chaired by the Provincial Party Secretary. Simultaneously, a detailed plan was issued, directing relevant departments, agencies, and localities to participate in a systematic and scientific manner. With a sense of responsibility, seriousness, and adherence to regulations, the province directed and organized the full and timely dissemination of information and solicitation of public opinion on the draft plans for the reorganization of commune-level and provincial-level administrative units, ensuring timely progress.
On this occasion, Bac Giang City organized a consultation with over 89,400 voters representing households residing in the city and Que Nham commune (Tan Yen district) regarding the plan for rearranging administrative units at all levels. Accordingly, Bac Giang City will reorganize 31 existing wards and communes and Que Nham commune (Tan Yen district) to establish 8 new administrative units (including 7 wards and 1 commune). Observations at the Phu My 1 residential area cultural center, Dinh Ke ward (Bac Giang City) from early morning on April 20th showed delegates and residents present at the polling station.
At exactly 7:00 AM, the opening ceremony began. Here, voters listened as representatives from the polling station explained the purpose and significance of the reorganization of commune and provincial-level administrative units; the regulations of the polling station; and the voting procedures. The neighborhood polling station assigned members to welcome and guide voters to the ballot box for verification, cross-checking of the voter list, and casting of ballots. The voting process was conducted solemnly, openly, and transparently.
Meanwhile, in Bo Lo village, Nghia Hung commune (Lang Giang district), 100 voters representing households participated in giving their opinions on this occasion. Mr. Le Van Khoa, Party Secretary and Deputy Head of the village's opinion-gathering team, said: "To facilitate the people, the village divided into 4 teams to go directly to households to collect opinions and placed a ballot box at the village's cultural center. By about 8 am, the opinion-gathering was 100% complete. In general, the people highly agreed and approved the administrative unit rearrangement."
The voter consultation process was lively in all communes, wards, and towns in the province. Voters enthusiastically participated through two main methods: direct voting at polling stations (village and neighborhood cultural centers) and receiving ballots directly at their households. In the centers of communes, wards, and towns, flags, banners, and slogans promoting this important event were prominently displayed. Leaders from districts, towns, and cities directly visited the grassroots level to inspect and direct the organization of the voter consultation process.
High level of consensus
According to a quick report from the Department of Internal Affairs, by 11:30 AM on April 20th, 100% of communes, wards, and towns in the province had completed the process of gathering opinions from household representatives on the draft plan for the reorganization of commune-level and provincial-level administrative units. Regarding the merger of Bac Giang and Bac Ninh provinces, the percentage of voters agreeing was 98.53% of the total number of households in the province; 136 commune-level administrative units achieved 99% or more voter agreement, including 6 communes with a 100% voter agreement rate. For the draft plan for the reorganization of commune-level administrative units, 103 commune-level administrative units had a 99% or higher voter agreement rate for the merger, including 4 commune-level administrative units with a 100% agreement rate.

In Son Dong district, despite being a mountainous, remote area with a large concentration of ethnic minorities, thanks to effective propaganda and implementation, by over 9:00 AM on April 20th, 100% of voters in the district had participated in the voting. As a result, over 99% of voters agreed with the plan to reorganize and merge the administrative boundaries of Bac Ninh province with Bac Giang province; and to reorganize commune-level administrative units in Bac Giang province during the 2025-2030 period. Along with Son Dong district, Viet Yen town was one of the first localities to complete the vote counting process.

According to Ms. Do Thi Huong, Head of the Internal Affairs Department of Viet Yen town, the Town Party Committee and the People's Committee of Viet Yen town had previously directed and coordinated with the Fatherland Front Committee and political and social organizations of the town to strengthen the work of monitoring public opinion; proactively disseminated, coordinated, and guided to create the highest level of consensus among cadres, members, and union members when participating in opinion gathering. As a result, the percentage of voters agreeing to the rearrangement of provincial-level administrative units reached 98.5%; and to the rearrangement of commune-level administrative units reached 98.36%.
The reorganization of provincial and commune-level administrative units is a major policy of the Party and the State aimed at concentrating resources, streamlining the apparatus, saving budget, and improving the effectiveness and efficiency of government operations at all levels.
Comrade Nguyen Van Phuong, Deputy Director of the Department of Internal Affairs and a member of the Steering Committee for the reorganization of administrative units at all levels in Bac Giang province, stated: “The process of soliciting public opinion was carried out in accordance with the law, ensuring democracy and transparency. This is an important step in implementing the resolutions of the Central Government and the province on the reorganization of administrative units to streamline the apparatus, improve the effectiveness and efficiency of state management, and meet the aspirations of the people. The results show that the percentage of people agreeing with the reorganization plan in many localities is high, clearly reflecting the high level of trust and consensus of the people on the major policies of the Party and the State. After completing the voter consultation, the People's Committees at the commune and district levels will hold meetings to pass resolutions approving the reorganization of commune and provincial-level administrative units. The Department of Internal Affairs will continue to closely coordinate with relevant departments, agencies, and localities to finalize the project dossier and submit it to the competent authorities in accordance with regulations and timelines.” plan".
