Two projects to build technical infrastructure for resettlement to serve key projects, works and socio -economic development in Mao Dien ward include: Project location 1 (Bang Ca Dinh Man residential group) has an area of 9.81 hectares with 273 plots of land, of which 63 plots serve the Ring Road 4 project; Project location 2 (Luy Hau residential group) has an area of 9 hectares, with 337 plots, of which 110 plots are for resettlement of Ring Road 4. The total investment of the two projects is more than 360 billion VND, with Thuan Thanh Construction Project Management Board as the investor; the construction unit is a joint venture of contractors (Phuong Thanh Hop Transport Limited Liability Company and T&D Infrastructure Construction Joint Stock Company). The project scale includes main items: Leveling, roads, green parks, water supply and drainage systems, lighting, waste collection points, etc.

Right from the start of construction, the investor and contractor identified these two resettlement projects as having special significance in stabilizing people's lives and creating conditions for people to soon have new housing. Therefore, the contractor mobilized maximum human resources, machinery and equipment to carry out construction. At peak times, nearly 100 engineers, workers and 30 excavators and trucks gathered at the construction site, creating an urgent working atmosphere with the motto "doing it well, doing it well". The items of leveling the ground, internal traffic system, and drainage were prioritized for parallel implementation to shorten the time and ensure the overall progress. The investor also regularly coordinated with local authorities and related units to remove arising problems, especially the issues of site clearance and material supply. Thanks to this initiative and determination, many areas of the two resettlement areas have been invested in relatively completely, creating a spacious, clean and beautiful appearance...
Although the entire infrastructure has not been completed, many households have proactively requested the authorities to allow the construction of new houses in areas with sufficient infrastructure so that they can soon have stable housing. The family of Mr. Nguyen Cong Sinh, Luy Hau residential group, is one of the first households to start construction at location 2. On a corner lot of more than 150 m², the house has completed the first floor. Mr. Sinh excitedly said: “Because the resettlement land of my family is located in an area with basically completed infrastructure, we were given the opportunity to start construction early. Looking at the spacious road, neatly paved sidewalks, lighting system and trees, I am very happy. However, the electricity and clean water have not been connected yet, we hope to complete it soon so that construction and daily life are more convenient.”
At location 1, Mr. Nguyen Xuan Sang’s family is completing a 3-storey house of 180 m². Mr. Sang happily shared: “The resettlement area is spacious, the roads are clear, and the infrastructure is much better than the old place”. Right next to it, Ms. Cao Thi Hue is also building a 3-storey house of 90 m². She said: “Before construction, we were supported by staff to measure and determine the boundary quite thoughtfully”.
According to Mr. Nguyen Nhan Si, Party Cell Secretary, Head of Luy Hau Residential Group, although the resettlement area is not yet complete, due to the need for new housing, more than 30 families in the 2 projects have started building houses. The general sentiment is that everyone is very excited, the rest are waiting for the day and waiting for the resettlement area infrastructure to be completed synchronously before starting to build new housing.

As Mr. Si shared, mixed with joy, the biggest concern of the people is the supply of electricity and clean water. In the first phase, the contractor equipped generators to serve the construction households. This method partly supported the people, but when the number of households building together increased, the generator was overloaded and could not meet the demand. Some families had to get electricity from acquaintances, but for households living far away, the connection was very difficult, posing a potential safety risk.
Faced with the above situation, authorities and investors have actively taken action. Mr. Nguyen Trung Thanh, Head of Investment and Consulting Department (Thuan Thanh Construction Project Management Board) said: “We understand the wishes of the people. However, the difficulty for the units is that the infrastructure project has not been completed but the people have the need to build houses, so we have to meet the needs of families to implement”.
Currently, the investor is urging the contractor to soon complete the connection to supply electricity to the people at the resettlement project location 1. Here, the contractor has finished burying the low-voltage power system, gathered 2 transformer stations, and is completing the connection procedures with the electricity industry. It is expected that by the end of August, people will have electricity to use.
For the resettlement project at location 2, the contractor has completed the medium voltage power line and is currently working on burying the low voltage power line. The investor requested the contractor to focus on completing the area with many households first. However, at this time, it is not possible to connect the power line and people must register to buy electricity directly from the electricity industry for temporary use. For clean water, the contractor has completed the pipeline system and is coordinating with the service provider to provide water to households as soon as possible.
On the local government side, Mr. Nguyen Dang Quan, Permanent Vice Chairman of Mao Dien Ward People's Committee said: "The ward regularly coordinates with investors to grasp the needs and aspirations of resettled households. In early August, we buried the 35kV power line running through the resettlement area and moved a transformer station to serve the project. In addition, the ward sent specialized staff to coordinate with units to determine the location and area for each household, helping people build according to the plan."
According to the plan, the resettlement project at location 1 is expected to be completed in early September 2025, currently reaching 95% of the volume; location 2 is expected to be completed in October 2025, currently reaching more than 50%. It is known that at the resettlement project at location 1, the construction unit is focusing on completing asphalt, paving sidewalks, and planting trees for early comprehensive handover. At location 2, the contractor is facing difficulties in material sources, especially sand for leveling the ground, but the construction unit is coordinating to find solutions, determined to ensure progress.
Despite the difficulties, with the efforts of the government and investors, the construction contractor has been gradually resolving the people's petitions. Thereby, creating a uniform ground for people to build houses and stabilize their lives.
