Quang Hanh Ward has many ethnic minorities living there, such as San Diu, Tay, Hoa... When talking about typical models of building cultural life in the ward, we must mention the efforts to preserve the traditional culture of the ethnic communities with rich identities. A typical example is the Quang Hanh Ward Soong Co Singing Club, which was established in 2016 and has been growing and maintaining vibrant activities in recent years. With the attention and facilitation of the Party Committee and local authorities, the Club operates effectively, attracting many young women to participate, currently having 30 members. In particular, the Club does a very good job of collecting and recording traditional songs of the San Diu people; and composing new lyrics based on old melodies. The forms of Club activities are also constantly innovated; members are all able to participate in exchanges, performances, and participate in many local cultural events.
Building cultural life at the grassroots level is not only about preserving and promoting traditional values and identities of communities, ethnic groups, regions... In the 2020-2025 term, local Party committees and authorities in the province have concretized cultural tasks into grassroots reality, creating a vibrant emulation movement in each Party cell, residential area, unit, and agency. For example, promoting the campaign "All people exercise following the example of great Uncle Ho" with a series of cultural, physical education, and mass sports movements, teams and groups practicing volleyball, folk dance, badminton, football, table tennis, pickle ball... were established, attracting a large number of people of all ages to participate. The system of cultural and sports institutions in the province is increasingly invested in and built synchronously and modernly, meeting the needs of the people, covering from urban to rural areas, remote areas in the area.
Not only strong in superficial movements, the task of building a cultural life at the grassroots level is also to go deep into each family, spreading to each residential group and neighborhood. On November 30, 2022, the Provincial People's Committee issued Decision No. 3504/QD-UBND on promulgating the Code of Conduct in Quang Ninh province, including 4 chapters and 23 articles applied to organizations and individuals living, working, studying and visiting in the province. The main objective of the Code of Conduct in Quang Ninh province is to preserve and promote sustainable cultural identity; values of natural heritage, cultural heritage; strength of national solidarity; building Quang Ninh people with the following characteristics: Dynamic - Creative - Generous - Healthy - Civilized - Friendly. From there, the story of cultural families is not only about being close, loving, caring, and looking after each other, but also about how family members are all good citizens in their place of residence, have community awareness, and uphold the spirit of respecting the law.
It can be affirmed that in the period of 2020-2025, localities in the whole province have been very active and proactive in realizing the key task of "closely combining rapid and sustainable economic development with cultural and human development, building a culture rich in Quang Ninh identity", the breakthrough in "building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities in the province" according to the Resolution of the 15th Provincial Party Congress. This task is even more effective when it is associated with the implementation of Resolution No. 17-NQ/TU (dated October 30, 2023) of the Provincial Party Executive Committee "On building and promoting cultural values, human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development". At the same time, we have closely followed the direction of the Central Steering Committee of the movement "All people unite to build a cultural life", effectively deployed and implemented 5 contents and 7 specific movements on building a cultural life, focusing on the grassroots.
By the end of 2024, the whole province will have 97.9% of villages and neighborhoods achieving the title of Cultural Village and Neighborhood; 96.9% of families achieving the title of Cultural Family. People have promoted their self-management role, self-awareness, especially the spirit of mutual love and mutual assistance, helping each other develop the economy and overcome difficulties. The construction and implementation of village covenants and conventions of residential areas have been effective, contributing to promoting economic, cultural and social development in the province. Advanced models and typical examples in building a grassroots cultural life have been continuously recognized and widely spread to each residential area and household...
The task of building grassroots cultural life is increasingly developing widely throughout the province thanks to the efforts of Party committees and authorities at all levels and the proactive role of the people. The above impressive efforts and results further affirm Quang Ninh's consistent viewpoint: All development is aimed at the people, and the ultimate goal is for the people's happiness.
