On the afternoon of December 10, the People's Council of Bac Ninh province held a question and answer session. The current affairs that attracted the attention of many voters were related to streamlining the apparatus and rearranging administrative units.

Director of the Department of Home Affairs of Bac Ninh province Le Hong Phuc affirmed that in recent years, the department has resolutely implemented many synchronous solutions to ensure the reduction of staff according to the direction of the Central Government and to perform assigned functions and tasks in the new situation.

The Department has coordinated to appraise and submit to competent authorities for approval the project, list of job positions, structure of cadres and civil servants in administrative agencies associated with functions, tasks, powers and workload.

Regarding streamlining the apparatus, the Bac Ninh Department of Home Affairs proposed merging the following departments: the Department of Finance with the Department of Planning and Investment; the Department of Transport with the Department of Construction; the Department of Information and Communications with the Department of Science and Technology; the Department of Natural Resources and Environment with the Department of Agriculture and Rural Development.

End of operation of the Department of Labor, War Invalids and Social Affairs; expected to transfer functions and tasks to the Departments of Home Affairs, Health,Education and Training.

In addition, continue to arrange and streamline the apparatus of agencies. Thus, from 17 specialized agencies under the Provincial People's Committee, after the merger, there will be 12 units.

The Director of the Department of Home Affairs of Bac Ninh also said that he would review and arrange redundant staff, and encourage staff reduction for those who are not old enough to be re-elected. At the same time, it is necessary to create positive motivation, turning the streamlining of the apparatus into an opportunity for innovation, and encouraging civil servants and public employees to improve their productivity.

Mr. Le Hong Phuc said that along with the Central Government's support policy, Bac Ninh province will also issue appropriate mechanisms and policies for redundant staff.

From 2022 to present, Bac Ninh province has settled the regime according to the Central's staff streamlining policy for 1,666 officials and 33 civil servants. It is expected that from now until December 31, 2026, the whole province will continue to reduce 40 civil servant staff quotas and 711 people working with salaries from the state budget, ensuring the completion of the streamlining roadmap according to regulations.
