Focus on handling landslides
According to the Department of Construction, from June 20-23 this year, prolonged heavy rains caused flooding and landslides on many roads in the province. On Provincial Road 294B passing through Viet Yen and Tu Lan wards and Quang Trung, Tam Tien and Xuan Luong communes, there were 23 locations where the slopes of the slopes collapsed, causing more than 5,000 m3 of soil to spill onto the road surface. Of these, there were 3 major landslides at Km29+150 in Tam Tien commune, Km37+510 and Km41+300 in Xuan Luong commune.

At the end of June, Provincial Road 284 through Sa Ly commune had 87 landslides. Soil slid down onto the road surface, causing slippery conditions and danger to people and vehicles. Provincial Road 290 through Bien Son commune had 5 landslides; Provincial Road 291 through Tuan Dao and Tay Yen Tu communes had 33 landslides; Provincial Road 293 through Truong Son, Tay Yen Tu and Duong Huu communes had 8 landslides... On National Highway 31 through Yen Dinh and Son Dong communes, there were landslides at 17 locations; National Highway 279 through Tan Son, Duong Huu and Son Dong communes had landslides at 17 locations. The total volume of landslides on each of the above routes ranged from 200m3 to more than 700m3 of soil.
The representative of the Department of Construction said that immediately after checking and reviewing the landslide points, the Department of Construction directed the Bac Ninh Road Maintenance Management Board and the Bac Giang Road Joint Stock Company to focus on clearing the flow, ensuring drainage, and clearing the soil to ensure traffic safety on the route. Up to this point, the landslide points on provincial road 294B have been basically cleared. Areas at high risk of landslides have been placed with warning signs, safety barriers, and deployed on-duty forces. At the landslide locations on provincial roads: 284, 290, 291, 293... and national highways 31, 279, the functional units of the Department of Construction have arranged machinery and human resources to clear the soil on the road surface. Mr. Pham Van Cu, Luc Nam commune, who regularly drives on provincial road 294B, shared: “The landslides on provincial road 294B have basically been cleared, there is no longer a situation of soil and rocks overflowing, blocking the road, forcing vehicles to stop like before. Therefore, my family's transportation of goods to customers is convenient.”

In fact, many localities in the province have steep mountainous terrain, so when the rain lasts for a long time, landslides are likely to occur on some roads, especially in mountainous areas. If not handled promptly, this situation can affect infrastructure and not ensure the safety of people's lives. As of mid-July this year, the provincial authorities have cleared thousands of cubic meters of landslides, reinforced some slopes, dredged many drainage ditches and handled many points of traffic safety risk.

It is forecasted that in 2025, strong storms accompanied by heavy rains will continue to occur, affecting many localities in the province. Therefore, the Department of Construction has regularly directed specialized units to coordinate with communes and wards to inspect and review all important traffic routes in the area; establish on-site rapid response teams to directly handle landslides, and at the same time, request road management and maintenance units to increase their presence at vulnerable points and place warning signs at hidden points. In case of large landslides, the authorities will set up barriers and temporarily divert traffic to ensure safety. The Department of Construction also directed road maintenance contractors to improve their responsibilities, regularly inspect the scene, and maintain equipment and supplies ready for rescue when required.
Recently, working with a number of relevant sectors and agencies and inspecting the actual situation of landslides on a number of traffic routes, Mr. Phan The Tuan, Vice Chairman of the Provincial People's Committee, stated that preventing and combating natural disasters and ensuring traffic safety is not the sole responsibility of the Construction sector but the shared responsibility of the entire political system, businesses and people. Currently, although the remedial work at landslide sites has been drastically implemented, to fundamentally resolve this situation, the province has determined to focus on implementing long-term and sustainable solutions for infrastructure investment. In the immediate future, it will consider declaring an emergency situation and ordering urgent construction works to overcome the consequences of natural disasters for major landslide sites on Provincial Road 294B; consider declaring an emergency situation and ordering urgent construction works on National Highway 279 and on Road DH.84 in Luc Ngan Commune and Bien Dong Commune. With proactive and flexible solutions and the participation of the entire political system and functional agencies, Bac Ninh province is gradually improving its capacity to respond to and overcome the consequences of natural disasters, ensuring the smooth operation of key routes and promoting socio-economic development.
